A. Adopt the 2006 International Energy Conservation
Code and all supplements published by the International Code Council
for all construction other than one- and two-family residential for
use January 1, 2013.
B. Amendments. Sections listed below are to
be inserted in place of published Sections.
En301.1 Compliance. Compliance with
this Chapter shall be demonstrated by meeting the requirements of
the 2006 International Energy Conservation Code. Climate zones from
Figure 301.1 or Table 301.1 shall be used in determining the applicable
requirements from this chapter. Compliance with this chapter may also
be demonstrated by submitting verification the home has a Home Energy
Rating score of 80 or above. The home energy rating shall be performed
in accordance with the Mortgage Industry National Home Energy Rating
System Accreditation Standard by a rater certified and listed by the
Residential Energy Services Network (RESNET), based on the Model Energy
code (1993 version or later) has been achieved. The qualifications
of the home energy rater shall be approved by the Building Official
prior to submittal of the Home Energy Rating verification. Approval
from the Building Official to utilize the Home Energy Rating as a
means of demonstrating compliance with this chapter shall be obtained
at the time the building permit is issued. The Building Official is
authorized to approve other equivalent forms of compliance with this
Chapter.
En301.2 Warm Humid Counties. Warm
humid counties are listed in Table 301.2.
Section N1102.2.6 of the 2006 International
Residential Code is hereby amended to read as follows:
En 402.2.6 Basement Walls. Exterior
walls associated with conditioned basements shall be insulated from
the top of the basement wall down to 10 feet below grade or to the
basement floor, whichever is less. Walls associated with unconditioned
basements shall meet this requirement unless the floor overhead is
insulated in accordance with Sections En 402.1.1 and En 402.2.5.
