It shall be unlawful for any resident of the Village of Fox Crossing to operate a bicycle upon any street in the Village of Fox Crossing unless the bicycle is registered and tagged as provided by this article in accordance with § 349.18(2), Wis. Stats., A "bicycle" for purposes of this article is defined as every device propelled by the feet acting upon pedals and having wheels any two of which are not less than 14 inches in diameter.
Each bicycle shall be registered by filing with the Police Department the name and address of the owner together with a complete description of the bicycle on forms provided by the Police Department. Registration will be kept and identification tags will be permanent. Registration shall be serially numbered and kept on file by the Police Department of the Village of Fox Crossing. Upon such registration, the Police Department shall attach an identification tag to be affixed to the registered bicycle, which shall serially correspond with the registration number. The tag shall remain affixed to the bicycle unless removed by the Police Department for cause. In case of theft or loss, a new registration number will be issued.
No person shall willfully remove, deface or destroy any identification tag.
Within 10 days after any bicycle registered shall have changed ownership or have been dismantled or taken out of operation, the person in whose name the bicycle has been registered shall report such information to the Police Department of the Village of Fox Crossing. In case of change of ownership, the registration shall be changed to show the name of the new owner. In case of dismantling and taking out of operation, the registration shall be canceled and the identification tag destroyed.
State bicycle regulations and forfeiture laws as specifically referred to in this section are hereby adopted and by reference made part of this article. Any act required to be performed or prohibited by any statute incorporated by reference is required or prohibited by this article. Sections adopted hereby are as follows:
A. 
Section 346.79(1), (2), (3) and (4): Special rules applicable to bicycles.
B. 
Section 346.80(1), (2), (3) and (4): Riding bicycle on roadway.
C. 
Section 347.489(1) and (2): Lamps and other equipment on bicycles.
A. 
Offenders under the age of 16 disregarding the rules and regulations of this article may be processed by directing them to appear before the Municipal Court for the Village of Fox Crossing, and may be penalized by the removal of registration from their bicycle for a period not to exceed 30 days.
B. 
Any person 16 years old or older may be issued a traffic citation and be subject to the penalties provided hereby. Any person operating an unregistered bicycle or any person who operates a registered bicycle in a manner in violation of the provisions of this article shall be fined not less than an amount set forth in Chapter A450, Fines and Penalties, reference this Code section, plus court costs. Upon failure to pay the fines and/or forfeitures imposed, and the costs in addition, a person found guilty of violation of this article may be sentenced for a period not to exceed two days in the county jail for Winnebago County.
