[Adopted at time of adoption of Code (see Ch. 1, General Provisions, Art. II)]
The Treasurer may invest any Village funds not immediately needed, pursuant to § 66.0603(1m), Wis. Stats.
The Village Board may, at any time, transfer any portion of the unencumbered balance of an appropriation to any other purpose or object by a two-thirds vote of the entire Board.
Whenever the Assessor, in the performance of the Assessor's duties, requests or obtains income and expense information pursuant to § 70.47(7)(af), Wis. Stats., or any successor statute thereto, then such income and expense information that is provided shall be held by the Assessor on a confidential basis; except, however, that the information may be revealed to and used by persons in the discharge of duties imposed by law, in the discharge of duties imposed by office (including but not limited to use by the Assessor in performance of official duties of office and use by the Board of Review in performance of its official duties), or pursuant to order of a court. Income and expense information provided to the Assessor under said § 70.47(7)(af), Wis. Stats., unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under § 19.35(1), Wis. Stats.
A. 
Provision of special services authorized. Upon petition of any resident or owner of real estate within the Village, the Village Board may authorize the provision of certain special services, the cost of which may be allocated in whole or in part to the property served pursuant to § 66.0627, Wis. Stats.
B. 
Special services defined. In this section, "special services" means current services rendered by the Village, including, without limitation because of enumeration, installation, maintenance and operation of streetlights; snow and ice removal, including snow removal under § 86.105, Wis. Stats.; weed elimination; street sprinkling, oiling and tarring; repair of sidewalks or curbs and gutters; garbage and refuse disposal; recycling; sewer service; stormwater management, including construction of stormwater management facilities; tree care; removal and disposition of dead animals under § 60.23(20), Wis. Stats.; loan repayment under § 70.57(4)(b), Wis. Stats.; and soil conservation work under § 92.115, Wis. Stats.
C. 
Petition. Any petition under this section shall be filed with the Village Clerk and shall contain the following:
(1) 
A brief statement as to the special service requested.
(2) 
A description of the area or areas for which service is requested.
(3) 
A request that the costs of the special service be allocated to the property served.
(4) 
The signature of one or more owners of the property to be served.
D. 
Notice and hearing.
(1) 
Upon receipt of any petition, the Village Clerk shall verify that the petitioner has substantially complied with the requirements as set forth herein.
(2) 
Except in the case of street tarring and the repair of sidewalks, curbs or gutters, upon verification of compliance with the requirements of this section, the Clerk shall place the matter on the agenda of the next succeeding meeting of the Village Board for public hearing, which shall be deemed to be notice to all interested property owners. If, in the exercise of its sole discretion, the Village Board determines that additional notice is necessary, either by publication, posting or mailing, the Village Board may adjourn the public hearing to a future date certain.
(3) 
In the case of street tarring and the repair of sidewalks, curbs or gutters, upon verification of compliance with the requirements of this section, the Clerk shall schedule the matter for public hearing before the Village Board. The Clerk shall publish notice of the hearing as a Class 1 notice pursuant to Ch. 985, Wis. Stats., at least 20 days before the hearing, and a copy of the notice shall be mailed at least 10 days before the hearing to every interested person whose post office address is known or can be ascertained with reasonable diligence. Such notice shall specify that, on the date and time noted therein, a hearing will be held by the Village Board as to whether the service in question shall be performed at the cost of the property owner, at which hearing anyone interested will be heard.
E. 
Imposition of special charge. If, after hearing as provided herein, the Village Board determines that the requested service shall be performed, the Village Board shall determine the properties to be served by the proposed services and shall allocate the costs of the special service as a special charge to the property or properties being served, including attorney, engineering or other fees incurred in connection therewith, and shall establish a period within which said special charge is to be paid.
F. 
Lien for delinquent charges. If the special charge is not paid within the period fixed by the Village Board, such delinquent special charge shall become a lien against the property served as of the date of the delinquency, as provided in § 66.0627(4), Wis. Stats., and shall automatically be extended upon the current or next tax roll as a delinquent tax against the property.
Upon request, the Village Clerk and Administrative Assistant for the Salem Lakes Utility District shall provide assessment letters for any parcel or parcels of real estate in the Village of Salem Lakes. The person requesting an assessment letter or letters shall provide a legal description of the property and/or the tax parcel number and the name(s) of the current owner(s). The assessment letter shall set out the amount of any unpaid special assessments or other charges outstanding against each specific parcel and, in the case of properties served by a public sewer, any outstanding Utility District assessments and user fees. The fee for each parcel researched shall be as provided in Chapter 272, Fees, § 272-6.
All contracts for public construction shall be let by the Village Board in accordance with § 62.15, Wis. Stats. The Village Board, or a person or body designated by the Village Board, shall exercise the powers and duties of the Board of Public Works under § 62.15, Wis. Stats.
The Village of Salem Lakes is hereby obligated to pay all taxes of any kind required by law to be paid to the County Treasurer in the event that the Treasurer shall fail to do so. This obligation by the Village of Salem Lakes is substituted for the Municipal Treasurer's bond as provided in § 70.67(2), Wis. Stats.
