[HISTORY: Adopted by the Village Board of the Village of Salem Lakes at time of adoption of Code (see Ch. 1, General Provisions, Art. II). Amendments noted where applicable.]
A. 
Regular meetings. Regular meetings of the Village Board shall be on the second Monday of each month at 7:00 p.m. or as otherwise established by motion of the Village Board.
B. 
Special meetings. Special meetings may be called by the President or by any two Trustees in writing, filed with the Clerk. Upon receipt of the call of a special meeting, the Clerk shall seasonably notify all the Trustees of the time and place thereof by means of personal delivery of the notice of meeting to the Trustee, e-mail, telephone or such other method which is reasonably calculated to provide timely notice.
C. 
Open meetings. All meetings of the Village Board shall be conducted in accordance with the provisions of Subchapter V of Chapter 19 of the Wisconsin Statutes.
A. 
The Village President shall preside at all meetings of the Village Board. In the absence of the Village President, the Village Trustees may select another Trustee to preside.
B. 
The presiding officer shall preserve order and decorum and shall conduct proceedings in accordance with the current edition of Robert's Rules of Order.

A majority of the members of the Village Board shall constitute a quorum.
B. 
The Board has power to preserve order at its meetings, compel attendance of Trustees and punish nonattendance, and it shall be judge of the election and qualification of its members.
A. 
The order of business at each meeting of the Village Board shall be in accordance with the notice of meeting and agenda established by the Village President.
B. 
The Village Board, by motion, may alter the order of items on the agenda of any Village Board meeting to promote the efficient conduct of the business of the Board.

The Village Board shall conduct all business lawfully coming before it in accordance with the current edition of Robert's Rules of Order.
B. 
The Village Board, by majority vote, may suspend the applicability of any rule of procedure when such suspension will promote the efficient administration of the business of the Board.
A. 
It shall be in order for any member of the Board, if in the majority, to move for the reconsideration of any vote in question at the same meeting or at the next succeeding regular or adjourned meeting. A motion to reconsider being put and lost shall not be renewed.
B. 
The presiding officer shall determine whether any motion constitutes reconsideration of a prior vote.
A. 
The standing committees of the Village Board, with the exception of the Committee of the Whole, shall be appointed by the Village President at the first regular meeting of the Village Board following the spring election each year.
B. 
The standing committees shall be the Committee of the Whole, which shall consist of all members of the Village Board, and such other committees as the Village Board shall create by resolution.
A. 
Whenever any disturbance or disruptive or disorderly conduct shall occur at any meeting of the Village Board, the presiding officer shall have the power and authority to order the removal of any person or persons causing the disturbance or engaging in conduct which, in the opinion of the presiding officer, is disruptive or disorderly.
B. 
If the presiding officer orders the removal of any Trustee under this section, the Trustee shall have the right to appeal the presiding officer's determination, and such appeal shall be sustained by a three-fourths vote of the members present, excluding the presiding officer and the Trustee whose removal is the subject of the appeal.
A. 
The Village Board may adopt such ordinances as are necessary to carry out the powers of the Board.
B. 
Except when otherwise required by statute, all ordinances shall be adopted by a majority vote of the Board.
C. 
All ordinances and bylaws shall be in writing and signed by the President and countersigned by the Clerk.
D. 
All authorized ordinances and bylaws shall have the force of law and remain in force until repealed.
A. 
All ordinances, the violation of which results in the imposition of any penalty or forfeiture, shall be published as provided in § 61.50, Wis. Stats.
B. 
All ordinances shall take effect on the day after the publication, or if publication is not required, on the day of adoption or a later date if expressly prescribed therein.
Accounts and demands against the Village shall be audited and paid in accordance with the provisions of §§ 61.51 and 66.0607, Wis. Stats.
These rules and bylaws may be rescinded or amended by majority vote of the Village Board at any duly noticed regular or special meeting of the Board.
The Village Board, by majority vote, may suspend the applicability of any provision of these bylaws except those otherwise required by law.
