This chapter is adopted pursuant to authority granted by §§ 61.34 and 62.13, Wis. Stats.
The purpose of this chapter is to create a Village of Salem Lakes Fire Commission.
The provisions of this chapter shall be interpreted to be minimum requirements and shall be liberally construed in favor of the Village. Headings provided in this chapter are for convenience and ease of reference; they shall not be interpreted to limit the applicability, purpose, effect or meaning of any of the provisions of this chapter.
All prior ordinances relating to the establishment of a Village of Salem Lakes Fire Commission or Police and Fire Commission which conflict with the provisions of this chapter are hereby repealed.
The Village of Salem Lakes Fire Commission is hereby established pursuant to §§ 61.34 and 62.13, Wis. Stats.
The Village of Salem Lakes Fire Commission shall consist of five citizens, none of whom may be Village employees or elected or appointed officials of the Village. No more than three members of the Commission may be members of the same political party. The term "elected or appointed officials," for purposes of this chapter, does not include citizens appointed by the Village Board to serve on other boards or commissions of the Village.
Three members of the Commission shall constitute a quorum.
The Village President shall appoint, with the approval of the Village Board, the members of the Commission. The initial appointments shall be made for the following terms: one appointment for five years, one for four years, one for three years, one for two years and one for one year. Thereafter, all appointments shall be for a term of five years.
The Village President shall appoint, with the approval of the Village Board, a Chair to preside over meetings, a Vice Chair to act in the stead of the Chair, and a Secretary. Officers' terms shall be for a term of one year.
Meetings shall be upon notice required by law, as needed, or as otherwise required by law. All meetings shall have a record kept of their proceedings.
The Commission shall have those powers and duties enumerated in §§ 62.13 and 61.65, Wis. Stats., with the exception of the optional powers set forth in § 62.13(6), Wis. Stats.
The Village Board shall determine the rate of pay for the Commission members from time to time.
