Prohibited uses of sidewalks. Sidewalks are specifically for pedestrian
use only. No sidewalk shall be obstructed in any manner by any objects
other than a utility pole, a traffic sign or signal, a fire hydrant,
parking meter or a rubbish receptacle, which has been placed on the
sidewalk for public use by the Borough. The placing of any obstructions,
displays, storage, storage containers, signs, private lamppost and
lamps, wares, carts, vehicles, dumpsters, other advertising devices,
overhead banners, signposts, goods, merchandise, boxes, containers,
stands, commodities, or articles of any kind upon a sidewalk are expressly
prohibited. However, temporary events conducted upon the sidewalk,
or the temporary placement of special banners, flags or other display
items are permitted when approved by Borough Council. The placement
of leaves, vegetation, trash, garbage, rubbish or any other items,
for the purposes of collection under guidelines set forth by a collection
program established by the Borough is permitted, within the guidelines
and time frames as established by such collection programs.
