The Department shall be headed by a Director, who shall be chosen solely on the basis of executive and administrative qualifications, with special reference to actual experience in or knowledge of accepted practice in respect to the duties of the office as herein set forth.
A. 
The Department shall perform all appropriate functions associated with:
(1) 
Inspection and enforcement under the city's Zoning, Building, Electrical and Plumbing Codes.[1]

Inspection and enforcement under the city's Housing and Property Maintenance Codes.[2]

(3) 
Relocation services.
(4) 
Administration of the provisions of Chapter 166, Rent Control.
(5) 
Providing for the issuance of licenses required by the Code of the City of Orange Township.
(6) 
Maintaining a Division of Planning, which shall supervise the preparation and submission of state and federal grant applications and the coordination of grant funds, supervise and coordinate community conservation, rehabilitation and redevelopment programs and provide staff assistance to the Planning Board and the Zoning Board of Adjustment.
B. 
There shall be within the Department of Planning and Development a Division of Zoning Enforcement, the head of which shall be the Zoning Officer. Under the direction of the Director, the Zoning Officer shall conduct inspections, issue zoning certificates, impose violations and perform whatever functions necessary to enforce the City of Orange Township Zoning Code, Chapter 210, Zoning and Land Development, in accordance with New Jersey Department of Personnel's Class Specifications.

The Department shall be organized pursuant to a plan as provided in Article IV, § 4-23.
