Whenever any building, dwelling, wall, structure or any portion thereof located in the City of Orange which has been condemned or declared unfit for human habitation by competent authorities of the City of Orange, the owner, tenant or occupant thereof shall apply to the City Engineer, Public Works Department, in the City of Orange for a permit to disconnect the water service and sewer service, which shall be granted by the City Engineer upon compliance by the applicant with all of the requirements stipulated by the City Engineer of the City of Orange.

There shall be charged by the City of Orange the fee as provided in Chapter 88, Fees, for disconnecting the water services and the fee as provided in Chapter 88, Fees, for disconnecting the sewer services at said location, which shall be paid at the time the application is made for a permit to disconnect said services and which fee shall not be refundable.[1]
