The provisions of this Article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I (§ 200-32), attached to and made a part of this chapter.

No person shall park a vehicle between the hours specified in Schedule II (§ 200-33) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule III (§ 200-34) of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule III, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV (§ 200-35) at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in Schedule IV, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule V (§ 200-36), attached to and made a part of this chapter, except at the angle designated and only within the painted white stall lines.

No person having a motor vehicle under his control or supervision may, unless he leaves it to the care of someone, leave such vehicle parked on a street without beforehand applying the brakes, stopping the motor and removing the key of such vehicle from the ignition.

A. 
There is hereby created within the City of Orange Township a parking permit zone to be known as "Residential Permit Parking Zone A." Residential Permit Parking Zone A shall include the streets or parts thereof described in Schedule XXIV (§ 200-52.3), attached to and made a part of this chapter.
B. 
Upon complying with the conditions set forth in Subsection C below, decals may be issued to vehicle owners who reside in a building located on a lot located in Residential Permit Parking Zone A, provided that said lot does not have available to it off-street parking due to the existence of a driveway or other means. Such motor vehicles with the decal prominently displayed in the rear window shall be entitled to be parked, without limitation as to hours parked, between the times indicated below, unless specifically stated otherwise, on the streets or portions of streets within Residential Permit Parking Zone A.

C. 
Decals allowing permit parking as described in Subsection B above shall be issued by the Department of Planning and Development of the City of Orange Township to those vehicle owners who reside in a dwelling unit located in Residential Permit Parking Zone A.
(1) 
The following is acceptable proof of residency:
(a) 
A copy of a valid New Jersey driver's license reflecting an address in Residential Permit Parking Zone A; and
(b) 
A copy of a valid New Jersey motor vehicle registration for the vehicle for which the permit is sought, showing an address in Residential Permit Parking Zone A. In the case of a vehicle claimed to be leased and used by a resident in Residential Permit Parking Zone A, a copy of a valid motor vehicle registration and a copy of the automobile lease shall be presented to the Department of Planning and Development in lieu of the New Jersey motor vehicle registration.
(2) 
The Department of Planning and Development shall have the authority to issue temporary resident permit parking stickers to persons claiming to be residents of the residential permit parking zone but who have not yet changed their driver's license or their motor vehicle registration to reflect the residential permit parking zone address and to any resident holding a current permit but whose car has been stolen or incapacitated and who is driving a temporary vehicle. The temporary sticker shall be valid for a period not to exceed 90 days.
D. 
Permits will expire annually. Any vehicle bearing an expired permit or temporary permit and parking on a street in the residential permit parking zone shall be subject to the same penalty as a vehicle parked on the street without a permit or temporary permit.

A. 
No person shall park a commercial vehicle upon any street between the hours of 7:00 p.m. and 7:00 a.m.
B. 
"Commercial vehicle" is defined as any vehicle to which commercial license plates are affixed or which has commercial or business information affixed thereto or which weighs greater than 10,000 pounds. This shall further include vans and trucks equipped with ladder racks and/or ladders that appear to be involved in commercial business without commercial license plates or commercial or business information affixed thereto.
C. 
This provision shall not apply to a commercial vehicle which is parked on a street during the prohibited period if the driver of that vehicle is currently performing a primary service of such business.
D. 
A resident who either owns or drives a commercial vehicle which is 10,000 pounds or less and is used as their sole transportation may obtain a permit to park that vehicle on the street where that resident resides. The permit shall be issued on an annual basis and will be issued by the Department of Planning and Development.

A. 
There shall be no parking of large commercial vehicles at any time in residential areas except when such is engaged in loading or unloading.
B. 
Large commercial vehicles are defined as any vehicle used primarily for commercial purposes and weighs over ten thousand (10,000) pounds, including tractor-trailers, cab-part of trailers or any vehicle with a trailer attached thereto. Commercial plates are not required.

A. 
There is hereby created within the City of Orange Township a parking permit zone to be known as "Residential Permit Parking Zone B." Residential Permit Parking Zone B shall include the streets or parts thereof described in Subsection B below.
B. 
Upon complying with the conditions set forth in Subsection C below, decals may be issued to vehicle owners who reside in a building located on a lot located in Residential Permit Parking Zone B. Such motor vehicles with the decal prominently displayed in the rear window shall have the exclusive right to be parked, without limitation, twenty-four (24) hours per day Monday through Sunday, unless specifically stated otherwise, on the streets or portions of streets within Residential Permit Parking Zone B.
(1) 
Seven Oaks Way. Upon complying with the conditions set forth in Subsection C below, decals may be issued to vehicle owners who reside in a building located on a lot located in Residential Permit Parking Zone B. Such motor vehicles with the decal prominently displayed in the rear window shall have the exclusive right to be parked, without limitation, twenty-four (24) hours per day Monday through Sunday, subject to any municipal regulation regarding alternate side of the street parking, emergency no parking, snow emergencies, and any other municipal regulation that suspends parking for vehicles in Residential Permit Parking Zone B.
C. 
Decals allowing permit parking as described in Subsection B above shall be issued by the Department of Planning and Development of the City of Orange Township to those vehicle owners who reside in a dwelling unit located in Residential Permit Parking Zone B. The cost of a decal issued for permit parking in Residential Permit Parking Zone B shall be $0.00.
(1) 
The following is acceptable proof of residency:
(a)

(b) 
A copy of a valid New Jersey motor vehicle registration for the vehicle for which the permit is sought, showing an address in Residential Permit Parking Zone B. A. 
Residents that reside within any of the residential permit parking zones established by this chapter shall comply with the following procedures to request short-term overnight parking for their guests:
(1) 
Residents shall call the Orange Police Department and give the location, license plate number, color, make, model, and year of their guest's vehicle, which will be parked overnight.
(2) 
Guests of residents within residential permit parking zones shall not park overnight in said zones on more than three evenings in any ninety-day period.
(3) 
No more than two guest vehicles per household per evening shall be allowed to park overnight within residential permit parking zones.

A. 
The Department of Planning and Development shall assume the responsibilities of the issuing officer for permanent residential parking permits distributed pursuant to this chapter. Permanent residential parking permits may be issued to an applicant who has provided the Department of Planning and Development with proof of residency and a written certification pursuant to the following:
(1) 
Proof of residency shall be confirmed by submitting one of the following items: a valid New Jersey driver's license, a valid New Jersey motor vehicle registration, valid proof of automobile insurance, a valid lease agreement, or a property tax bill and/or deed. In addition to the foregoing, applicants can also submit two of the following secondary documents to establish residency: correspondence from the Internal Revenue Service, bank statements, utility bills and credit card statements. Items on the secondary list must be dated within 90 days of the application date.
(a) 
In the case of a vehicle which is registered to a company or corporation, the items listed above shall be required to confirm residency, and a letter from the registered owner showing that the resident has control over the vehicle after business hours shall be presented.
(b) 
In the case of a vehicle registered, owned and/or insured in another person's name, the resident must provide a notarized letter from the owner stating that they are authorized to operate the vehicle and park it overnight in Orange. In addition, the certification must state that they understand that the vehicle may receive tickets for which they are responsible.
(c) 
In the case of a vehicle registered out of state and in the possession of a college student residing in the City of Orange, residency may be established by providing a copy of his or her current school transcript and student identification card.
(2) 
The written certification shall state that the applicant resides in a property on a street within the City of Orange and that there is insufficient space on such property for the overnight parking of his or her vehicle. If the applicant is not the owner of the property, the applicant shall obtain a certification from the building manager or the property owner verifying that there is insufficient space. Certifications shall be in a form issued by the City of Orange.

A. 
Not including guest permits issued pursuant to § 200-10.6 of this chapter, a parking permit for a period not to exceed 60 days from the date of issuance may be granted to a nonresident owner of a vehicle under the following special, extraordinary circumstances:
(1) 
A family medical emergency; or
(2) 
Other similar emergency requiring the presence of the vehicle owner.
B. 
Any applicant for such a permit allowed under this subsection must demonstrate to the Department of Planning and Development the necessity for the issuance of such a permit by providing a statement outlining the circumstances, along with other such documentation necessary to substantiate the emergent need for parking. For example, in the event of a bereavement, the applicant shall submit either a copy of the death certificate or a letter from the funeral director. Temporary parking permits shall not be given to an applicant on more than one occasion during a calendar year absent demonstration of an extreme emergency (e.g., additional bereavement, catastrophic injury, etc.).
C. 
The Department of Planning and Development shall keep a monthly log of temporary residential parking permits issued each month. The log shall, at minimum, include the following information:
(1) 
The name and address of the recipient of the temporary residential parking permit;
(2) 
The date of issuance of the temporary residential parking permit;
(3) 
The location where the vehicle will be parked; and
(4) 
The license plate number and color, make, model, and year of the vehicle.
D. 
The decal for the temporary residential parking permit shall indicate the expiration date.
