[HISTORY: Adopted by the Borough Council of the Borough of Etna 6-9-1952 by Ord. No. 786 (Ch. I, Part 6C, of the 1974 Code of Ordinances). Amendments noted where applicable.]
The Borough of Etna shall become a participant in the Social Security System and provide that the benefits of old age and survivors insurance be extended to its employees and officers.
The proper officers of the Borough of Etna are hereby authorized and directed to execute and deliver to the state agency of the Commonwealth of Pennsylvania a plan or plans and agreement, required under Section 6 of Act No. 491 of the General Assembly of the Commonwealth of Pennsylvania and the Social Security Act, to extend coverage to the employees and officers of the Borough of Etna and to do all other necessary things to effectuate coverage of employees and officers under the old age and survivors insurance system.
The Borough Secretary and other officers are hereby authorized and directed to establish a system of payroll deductions, to be matched by payments of the Borough of Etna, to be made into the contribution fund of the Social Security Act through the office of the state agency and to make charges of this tax to the fund or funds from which wage and salary payments are issued to employees of the Borough of Etna. Such payments are to be made in accordance with the provisions of the law and regulations promulgated by the state agency and the Federal Security Administrator. Such payments which are delinquent shall bear interest at the rate of 1/2 of 1% per month until such time as payments are made.
Appropriation is hereby made from the proper fund or funds of the Borough of Etna in the necessary amount to pay into the contribution fund as provided in Section 4 of the enabling Act of the Commonwealth of Pennsylvania, and in accordance with the plan or plans and agreement.
The Borough of Etna shall become a participant in the Social Security System and such participation shall commence as of January 1, 1951.

Section (d) of Title I of the plan and agreement between the Commonwealth of Pennsylvania and the above-named political subdivision, bearing the date of the 12th day of December 1952, be amended to include the following additional group(s): "9. Services in any class or classes of part-time positions."[1]

Editor's Note: The preamble to this resolution stated that on June 9, 1952, Council had passed a resolution authorizing participation in the Social Security Program; that at the time of the execution of the plan and agreement, the Borough exercised its discretion to exclude certain optional groups; and that the Borough had now determined to extend coverage to such additional group previously excluded. This resolution also provided that the amendment to the plan and agreement be operative and effective as of January 1, 1960, subject to approval and acceptance by the Commonwealth of Pennsylvania and the Secretary of Health, Education and Welfare.
