The Health Officer or any person appointed for the purpose,
which person may include the Chief of Police, may annually cause a
canvass to be made of all dogs owned, kept or harbored within the
limits of the Borough and shall report to the Borough Clerk and to
the governing body the results thereof, setting forth in separate
columns, the name and addresses of persons owning, keeping or harboring
unlicensed dogs and the number of unlicensed dogs owned, kept or harbored
by each person, together with a complete description of each unlicensed
dog.
A canvass of cats may be conducted in the same manner if recommended
by the Animal Control Officer in any given year. ( N.J.S.A. 4:19-15.15)
