a. No person shall construct any privy or septic tank upon any property,
without first obtaining, from the board, a permit to construct the
same.
b. No person shall clean or empty any privy vault or septic tank, without
first obtaining, from the board, a permit to do so.
c. Every person engaged in the business of cleaning or emptying privy
vaults or septic tanks, shall use, in such instances, a suitable vehicle,
properly provided with watertight, completely closed tanks or boxes,
designed to prevent leakage onto the street or highways within the
borough and further designed to prevent the escape of offensive odors
into the atmosphere. A license shall be required for each vehicle
used.

All construction undertaken under any permit under this section
shall fully comply with every provision of this code affecting the
same.

a. No person shall maintain a septic tank which creates a nuisance as
a result of overflow, lack of absorption or faulty construction.
b. No cesspool shall hereafter be constructed upon any property, nor
shall any cesspool, now in existence, be maintained if the board shall
determine that the maintenance thereof shall be detrimental to public
health.

No person shall maintain, use or permit to be used, any receptacle
for human excrement, unless the receptacle is so constructed and maintained
that flies cannot gain access to the excremental matter contained
therein, and unless the excremental matter shall, at all times, be
prevented from flowing over or upon the surface of the ground. Every
receptacle for human excrement located within 100 feet of any stream,
the waters of which are used for drinking or domestic purposes, shall
be provided with a watertight vault.

The board may order that any premises shall be connected to
a sanitary sewer, which is now or may hereafter be laid in the street,
easement, or other place adjoining, abutting or accessible to the
premises. The owner, agent or lessee of such premises shall comply
with the order within 30 days after service upon him of a copy of
the order, unless the board shall specify or grant a longer period
of delay.

Whenever any premises which shall have thereon any privy or
cesspool which is abandoned or which the board determines is in a
dangerous condition, the same shall, upon notification to the owner,
be filled promptly with ashes or clean earth.
