No person shall be engaged or employed as a massage operator
or masseur in the borough, without first having obtained, from the
board, a license to do so.

No license shall be issued to any person unless the applicant
shall furnish to the board, the following:
a.
A diploma from a school recognized by the New Jersey State Health
Department, showing the applicant's qualifications to practice
as such.
