No person, firm, association, partnership, trust, corporation,
school, church, industrial, commercial or retail business establishment,
either profit or non-profit, shall dump, bury or allow to accumulate
any garbage, ashes, rubbish, condemned or spoiled animal or vegetable
substances, swill or any offensive or putrescible material on any
land or premises in the borough, except as may be specifically authorized
by the borough.

a. The owner, agent, lessee, tenant or occupant of every dwelling, market,
restaurant or other premises in the borough where paper, garbage,
rubbish or refuse accumulates shall provide and keep on the premises
sufficient and suitable receptacles, cans or barrels with tight fitting
covers, for receiving and holding garbage, rubbish or refuse.
SUFFICIENT
For the purposes of this section, shall mean at least one
metal or sturdy plastic receptacle, metal can or metal barrel for
each family unit residing on the premises and at least two such receptacles
for each restaurant, market, store or similar establishment where
the aforesaid material will accumulate.
SUITABLE
Shall mean a receptacle, can or barrel, made of sturdy plastic
or metal of a substantial nature, such as galvanized iron, with a
tight-fitting plastic or metal cover, so constructed as to prevent
spilling or leakage of its contents. It shall be waterproof, and,
when filled, weigh not more than 50 pounds, and be equipped with pull
handles.
b. The use of baskets as receptacles for waste materials shall not be
permitted.
c. Receptacles that are badly broken or otherwise fail to meet the requirements
of this section, may be classed as rubbish and may be collected as
such.
d. In dwellings, tenements and apartment houses containing three dwelling
units or less, the receptacles shall be purchased and maintained,
in the absence of a contract, by the tenants. In dwellings, tenements
and apartment houses of more than three dwelling units, such receptacles
shall be purchased and maintained, in the absence of a contract, by
the landlord.
e. Collections; Time of Placing and Removing Receptacles. No person
shall place, or cause to be placed, any receptacle or bundle or refuse
material on any portion of the sidewalk or street at any time except
on the day of collection, and then not more than eight hours before
the collection times, nor shall any person allow or permit any empty
receptacle to remain upon the sidewalk or street later than 11:00
p.m. of the day the contents have been collected. The days of collection
shall be as set by the department of public works for city collection
and by contract for private collection.
f. Placement of Receptacles. The owner, lessee, tenant or other occupant
of every privately owned building shall, on the scheduled day for
collection, place or have placed all waste material for collection
at the nearest curbline in front of the building.
Receptacles awaiting collection shall be stored or kept in such
place so as not to become a nuisance to the occupants of any dwelling.
At no time shall they be kept under the windows of any adjacent dwelling.
g. Preparation of Wastes for Collection. Garbage shall be thoroughly
drained of all water, wrapped securely in paper and placed in a receptacle
as described in paragraph a herein. Ashes, combustible and noncombustible
rubbish and trade waste shall be stored and held in a receptacle,
described in paragraph a., that may be the same receptacle used to
contain the wrapped garbage. Where these materials are of such a nature
that they cannot be deposited in a receptacle, can or barrel, they
shall be securely and properly tied into bundles or packages to prevent
spilling.
Paper shall be secured and properly tied into bundles, or other
packages in a manner to prevent any scattering.
All receptacles, cans and barrels used for the purposes herein
described, shall not be filled higher than three inches below the
top. No person shall use barrels, baskets and paper or wooden boxes
for this purpose.
Bundles or packages shall be securely and properly tied to prevent
spilling or scattering while being handled by collectors or while
bundles or packages are located on the sidewalk awaiting collection.
Bundles or packages shall be of a size and weight to permit ease of
handling by one person and shall not exceed 65 pounds in weight.
Recyclable material shall not be mixed with waste material for
pick-up or disposal.

a. Requirements. All vehicles used in the collecting, transporting,
or disposing of materials or substances shall have been closed, watertight
metal body, and shall at all times be maintained and operated in a
cleanly and sanitary manner. The vehicles shall be kept closed at
all times, except while actually being filled or emptied.
b. Hours of Collection. All vehicles approved and licensed shall be
permitted to collect refuse only within the hours of 8:00 a.m. to
11:00 p.m.

All vehicles and receptacles mentioned in this section shall
be available for inspection by the health officer at all reasonable
hours.

The provisions of this section shall not apply to the collection
of garbage, ashes, rubbish or other matter by the borough, but a contractor
with the borough shall not be exempt from the provisions.

No person shall engage in the borough in the business of removing
fat, bones or refuse from any butcher shop, meat market or other food
establishment without first having obtained, from the board, a license
for that purpose.

All containers used for the collection and removal of fat, bones
or other refuse from any meat market, butcher shop or other establishment
shall be made of metal and with suitable tight-fitting covers.

a. All vehicles used for the collection or transporting of any fat,
bones or refuse, shall be fully closed, except when engaged in the
actual collection thereof.
b. No vehicle used in any business permitted by this section under a
license granted by the board, shall remain or be permitted to remain
in any place in the borough, for any period longer than that necessarily
required to transact the particular business for which he is licensed.
