A. It
shall be unlawful for any person within the corporate limits of this
City to discharge any fireworks loaded with or possessed of powder
or other dangerous combustible materials except on July 4 of each
year, December 25 of each year and January 1 of each year.
1. This Section shall not apply to the firing of salutes by any military
corps, nor the firing of salutes upon occasions of general public
interest, provided such firing be caused by persons, associations
or companies who may be engaged in the lawful celebration of public
rejoicings or in the lawful military exercise of any company of volunteers.
2. A special permit may be issued to qualified individuals (those meeting
the requirements of the Missouri Division of Fire Safety, Office of
the State Fire Marshal) to discharge fireworks within the City limits
for special events.
3. An application for the special permit must be obtained, completed
and returned to City Hall at least fourteen (14) days prior to the
event date. The application must include the dates, time and location
of such event, as well as the required personal information about
the applicant. A copy of the pyrotechnic operator license issued by
the Missouri Division of Fire Safety, Office of the State Fire Marshal,
must be provided.
B. It
shall be unlawful for any person to discharge any fireworks loaded
with or possessed of powder or other dangerous combustible materials
in any City park owned by the City of Vandalia.

It shall be unlawful for any person to sell or expose for sale
any firecracker, torpedo, bomb, rocket, pinwheel, fire balloon, Roman
candle, toy cannon or any other firecracker or fireworks within the
City.
