Except when necessary to avoid conflict with
other traffic, or in compliance with the directions of a traffic or
police officer, or traffic sign or signal, no operator of a vehicle
shall stand or park the vehicle in any space appropriately marked
for vehicles for the physically handicapped, pursuant to P.L. 1977,
c. 202,[1] unless the vehicle is authorized by law to be parked therein.
Any owner or possessor of private property may request and receive
enforcement of this provision as to spaces on his property which are
designated and marked according to law.

A.
Pursuant
to the authority granted to the City of North Wildwood by N.J.S.A.
39:4-197.6, certain zones may be designated as restricted parking
zones in front of residences for use by persons with disabilities
who occupy said residences, who have been issued a special vehicle
identification windshield placard or wheelchair symbol license plates
for a vehicle owned by the handicapped person, or by another occupant
of the residence who is a member of the immediate family of the handicapped
person. No other person shall be permitted to park in these designated
zones.
B.
The
eligibility and establishment of each restricted parking zone shall
be determined by the Chief of the North Wildwood Police Department
or his designee.
C.
A list
of restricted parking zones shall be created and maintained by the
North Wildwood Police Department.
D.
The
North Wildwood Police Department shall conduct an annual survey of
existing restricted parking zones to ascertain the continued eligibility
of each zone.

The Mayor and Council may, at their discretion, designate in the parking lot at 15th Avenue and the Beach, described herein at § 418-82A(4), one parking space to be reserved solely for use by combat-wounded veterans. Such space shall be clearly marked by appropriate signage as being reserved for use by combat-wounded veterans only. Any vehicle parked in said reserved space shall be clearly identified as being eligible for said space by possessing disabled veteran's or Purple Heart license plates and shall be exempt from paying the parking fees typically charged in that parking lot.

Unless another penalty is expressly provided
by New Jersey statute, every person convicted of a violation of the
provisions of this article or any supplement thereto shall be liable
to a penalty of not more than $2,000, imprisonment for a term not
exceeding 90 days, or community service for not more than 90 days,
or any combination thereof.
This article shall be known as the "Traffic
Ordinance" and shall remain in force unless repealed or amended according
to law.
