The following words, terms and phrases shall have the meanings indicated:
CITY PARKING LOT
The City parking lots are those owned by the City of North Wildwood.

PARK
To stand a vehicle for a period of time greater than is reasonably necessary for the actual loading thereof or unloading therefrom of persons or property.
PATRON PARKING LOT
Any building, structure, outdoor space, uncovered plot, place, lot, parcel, yard or enclosure, or any portion thereof, on the same or adjacent property and provided exclusively for the use and convenience of persons doing business at or with a business establishment and for which no charge to park is made and whether or not a ticket must be validated.
PRIVATE PARKING LOT
Any building, structure, outdoor space, uncovered plot, place, lot, parcel, yard or enclosure, or any portion thereof, used for parking of motor vehicles other than for a business or commercial purpose.
PUBLIC PARKING LOT
Any building, structure, outdoor space, uncovered plot, place, lot, parcel, yard or enclosure, or any portion thereof, where motor vehicles may be parked, stored, housed or kept, for which any charge is made, and which is open to the general public.
SEMIPUBLIC PARKING LOT
Any building, structure, outdoor space, uncovered plot, place, lot, parcel yard or enclosure, or any portion thereof, where motor vehicles may be parked, stored, housed or kept, pursuant to agreement with the owner, operator or manager, and for which a charge is made on a daily, weekly or monthly rate.
The following regulations shall govern public parking lots and semipublic parking lots only:
A. 
Designation of space and method of parking. When any person shall establish or operate a public parking lot or semipublic parking lot, such person shall designate the space for parking and the manner of parking thereon, the space thereon to be used for parking by different types of vehicles and may also limit the time such vehicles may remain parked on the premises.
B. 
Sign required and contents. Public parking lots and semipublic parking lots shall have at each entrance to such parking lot a permanent sign or signs suitable to apprise persons using the same of the following information:
(1) 
The hours of the day or night during which said parking lot is open for business.
(2) 
Rates charged for parking, including sliding rate scales, if any. The figures and letters stipulating each rate shall be of uniform size and dimensions and shall be not less than six inches in height and three inches in width.
C. 
Responsibility of licensee. Every person establishing or maintaining a public parking lot or semipublic parking lot shall furnish to the Police Department the name and telephone number of a responsible person who may be contacted in the event that an emergency arises.
D. 
Minimum illumination standards. Any public parking lot or semipublic parking lot open for business after dark will be illuminated with lamps and fixtures emitting a minimum of one footcandle between the hours of 1/2 hour after sunset to 1/2 hour before sunrise, except when the parking lot is empty.
E. 
Parking lot surface. All paid public parking lots shall be paved with macadam or concrete with striped parking spaces no less than nine feet by 18 feet. All parking spaces adjacent to a public right-of-way or street shall have wheel stops installed in each space. The parking lot surface shall be maintained in a clean and level fashion.

The paid public parking lot east of Block 411 between 15th and 16th Avenues, as described in § 418-82A(4), may be covered with crushed clam shells.

F. 
Paid parking lots owned or operated by the City of North Wildwood shall be for the use of cars and passenger vans only. No trailers, mobile homes, campers, recreational vehicles or oversized vehicles, or any vehicle in excess of 4,000 pounds, shall be permitted.

The following regulations shall cover public parking lots, semipublic parking lots and patron parking lots:
A. 
Trash cans located on lots. Notice: "Each parking lot will be free of trash and refuse." A suitable trash can will be made available by the holder of the license at or near the fee-collection device or near the main entrance, which trash can shall be emptied as often as required to prevent overflowing thereof.
The following regulations shall cover public parking lots, semipublic parking lots, patron parking lots and private parking lots:
A. 
A person parking a vehicle without paying the posted fee, if any, in the manner made available is deemed a trespasser.
B. 
No owner or operator of a parking lot, as defined in § 418-48 of this article, shall permit or allow hawking or calling to operators of motor vehicles as a method of encouraging said operators to park their motor vehicles on any lot.
C. 
All parking areas and loading areas within the parking lots defined in § 418-48 of this article shall be arranged so as to prevent the vehicles from passing or extending into adjacent properties or street rights-of-way.

The North Wildwood Police Department, the Zoning Officer and/or the Construction Official shall be duly authorized and responsible for enforcing the terms of this article.
No mercantile license shall be issued for a parking lot violating any of the provisions of this article.

A. 
Any person, corporation, partnership or association of persons convicted of a violation of this article shall be subject to a fine not to exceed $2,000, imprisonment in the county jail for not more than 90 days, or community service for not more than 90 days, or any combination thereof, in the discretion of the Municipal Court.

B. 
Any person, corporation, partnership or association of persons violating the provisions of this article upon a second conviction shall be subject to the additional penalty of a revocation of the violator's mercantile license for such parking lot for such period of time as the Municipal Court may determine in its discretion.
