The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§ 96-85), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 96-86), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§ 96-87), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVI (§ 96-88) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVII (§ 96-89) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVIII (§ 96-90) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XIX (§ 96-91) at any time between the hours listed in said Schedule XIX of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIX, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 96-92), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXI (§ 96-93), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§ 96-94), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIII (§ 96-95), attached to and made a part of this chapter, are hereby designated as bus stops.
The Board of Trustees of the Incorporated Village of Floral Park, New York, may, from time to time, by resolution, designate as parking meter zones any areas, streets or portions of streets situate, lying and being within the Incorporated Village of Floral Park, New York, that it may deem necessary and may from time to time make changes in such zones. The locations described in Schedule XXIV (§ 96-96), attached to and made a part of this chapter, are hereby designated as parking meter zones.

No person shall stop a vehicle in any area designated as a fire lane or fire area in Schedule XXV (§ 96-97), attached to and made a part of this chapter. The Board of Trustees may designate a fire lane or fire area in any location that they find should be reserved exclusively for Fire Department, Police Department, ambulance or other emergency vehicles in the performance of official duties. Fire lanes or fire areas shall be designated by painted borders and labeled "Fire Lane" or "Fire Area."

A. 
The owner of any business located within the Incorporated Village of Floral Park and his/her employees may apply for a merchant parking permit to allow a specifically designated car to be parked in accordance with provisions of this local law. Such permit shall be issued only for a specific automobile and shall be applied for on a form available with the Village Clerk. The fee for such permit shall be established by resolution of the Board of Trustees. This fee shall be prorated for the first calendar quarter of 1996 only. The maximum number of merchant parking permits that shall be issued to any business and the employees thereof shall be 10 and, for the Spooner Street municipal parking lot, shall be six. For purposes of this paragraph, "business" shall include any related or commonly owned business enterprise.

B. 
An automobile bearing a merchant parking permit may park without payment into a parking meter and without limitation of time only at parking fields and specific parking meters as designated by resolution of the Village Board of Trustees, subject, however, that such automobile may not remain past the parking time limits on streets and in municipal parking fields and during prohibited hours. The merchant parking permit does not authorize all-night parking at any location. If that automobile is parked at any other location, the operator shall pay any parking fee required by law.
