A. 
It shall be unlawful for the owner of any domestic animal, whether licensed or not, to permit said animal to run at large upon the public streets or other public or private property within the Township of Franklin, unless said animal shall be in the control of a person by means of a leash, harness or other suitable means to exert control. Cats shall be permitted to run at large provided they have been altered/sterilized and they do not create/cause a nuisance or property destruction.

B. 
Nothing herein contained shall restrict an owner of any domestic animal to permit said animal to be off a leash or harness or other means of control upon the premises owned by such owner, provided that the owner's premises is suitably fenced in to restrain the said animal from straying from the property of the owner. Should the owner rely upon the suitability of such fencing and the said animal should nevertheless escape from said fencing for any reason, then the owner shall be responsible as if he permitted the said animal to run at large.
The provisions of this article shall not apply to the owners of dogs. Said owners shall be governed by the provisions of Article I of this chapter entitled "Dogs and Kennels."
Any person who shall fail to comply with or who violates any provision of this article shall be liable to a fine not exceeding $200 or to imprisonment for a term not exceeding 60 days, or both, such fine and imprisonment at the discretion of the Municipal Court of the Township of Franklin, and the violation of this article for each separate day shall be and constitute a separate and distinct violation of this article.
