The Mayor may, from time to time, appoint a
Deputy Mayor to perform those functions and duties authorized by law
to be performed by an individual holding said position in the place
of the Mayor, and the Mayor, or his designee, is hereby authorized
to serve as the authority as provided for pursuant to N.J.S.A. 40A:14-118.

A. There is hereby created the position of Mayor's Aide,
which appointment shall be made by the Mayor. The Mayor's Aide shall
serve at the pleasure of the Mayor.
B. The position of Mayor's Aide shall be nonclassified
and nonsalaried.
C. The Mayor's Aide shall have the following duties and
responsibilities:
(1) To serve as a personal aide and administrative assistant
to the Mayor.
(2) To perform clerical duties for the Mayor, including
answering and responding to telephone calls to the Mayor's office,
handling the Mayor's personal correspondence, and maintaining the
Mayor's files and records.
(3) To meet with callers at the Mayor's office when the
Mayor is not available.
(4) To serve as the Mayor's representative on various
boards and commissions as determined by the Mayor.
(5) To attend meetings of local groups and organizations
on behalf of the Mayor at times when the Mayor cannot personally appear.
D. The Mayor's Aide is not authorized to express the
views or positions of the Borough government, or any official or officer
thereof, except those of the Mayor and then only under the Mayor's
explicit direction and authority. Moreover, the Mayor's Aide shall
not issue any order or directive to, or otherwise interfere with,
any officer or employee of the Borough in the exercise of his/her
official duties.

A. There is hereby created the position of Senior Clerk
Transcriber in the Borough of Carteret. The Senior Clerk Transcriber
shall work under the supervision of the Municipal Clerk of the Borough,
or a person assigned by her, and shall perform the work set forth
herein.
B. Under the direction of a supervisor, the Senior Clerk
Transcriber transcribes, from an Ediphone, Dictaphone, Soundscriber,
Grey Audiograph or other recording equipment, dictation containing
detailed legal, medical and/or technical terminology and/or takes
the lead in a very small transcribing clerical unit; does related
work as required.
C. Examples of work. The Senior Clerk Transcriber:
(1) Does moderately complex work involved in transcribing
dictation containing detailed legal, medical and/or technical terminology
using recording equipment.
(2) Types stock letters and independently makes changes
to fit various situations; types confidential and other correspondence
as required.
(3) Types monthly and quarterly reports.
(4) Types portions of the annual budget.
(6) Checks and compares finished copy.
(7) Operates commonly used office machines, including
manual and electric typewriters, duplicating machines and adding machines.
(8) Prepares factual reports and maintains records and
files.
(9) Assists with the training of new clerical employees.
D. Requirements. The Senior Clerk Transcriber shall have:
(1) Experience. One year of experience in the transcription
of dictation using recording equipment.
(2) License. The appointee will be required to possess
a driver's license valid in New Jersey only if the operation of a
vehicle, rather than employee mobility, is necessary to perform the
essential duties of the position.
(3) Knowledge and abilities.
(a)
Considerable knowledge of the operation of the
Ediphone, Dictaphone, Soundscriber, Grey Audiograph Machine or other
recording devices and of the taking and transcribing of dictation
using such equipment.
(b)
Considerable knowledge of legal, medical and/or
other specialized terminology.
(c)
Considerable knowledge of modern office methods,
practices, routines, machines and equipment.
(d)
The ability to do difficult and complicated
typing work with speed, accuracy and neatness.
(e)
The ability to decide independently changes
to be made in stock letters.
(f)
The ability to proofread typed copy.
(g)
The ability to use good English, to spell correctly
and to compose routine business letters.
(h)
The ability to properly use and care for manual
and electric typewriters, duplicating machines and Ediphone, Dictaphone,
Soundscriber or Grey Audiograph machine equipment.
(i)
The ability to maintain records and files.
(j)
The ability to read, write, speak, understand
or communicate in English sufficiently to perform the duties of this
position. American Sign Language or Braille may also be considered
acceptable forms of communication.
E. Persons with mental or physical disabilities are eligible
as long as they can perform the essential functions of the job after
reasonable accommodation is made to their known limitations. If the
accommodation cannot be made because it would cause the employer undue
hardship, such persons may not be eligible.
