GENERAL REFERENCES
Administration of government — See Ch. 4.
There is herein created an Office on Aging.
A. 
Said Office on Aging shall be headed and administered by an Executive Director, who shall be appointed by the Mayor with advise and consent of the Council.

B. 
The Council shall also appoint six members to said Office on Aging, all to be accomplished by separate resolution. The terms of said members shall be staggered so that the first members to be appointed pursuant to this chapter shall be one for a period of one year, another for a period of two years, a third for a period of three years, a fourth member for four years, a fifth for five years and a sixth member for a six-year period.
C. 
Two alternate members shall be added to supplement the total membership of said Office on Aging. The two alternate members shall be appointed by separate resolution, in accordance with the terms of membership to the Board set forth in this chapter.

The duties and responsibilities of the Office on Aging shall be specifically detailed by way of operational guidelines to be adopted by the Office on Aging no later than 120 days subsequent to the establishment of the Office on Aging by way of this chapter. The operational guidelines must be consistent with the purpose of the creation of the Office on Aging, which is to promote, cultivate and encourage governmental, industrial and private enterprise activities so as to promote the well-being of senior citizens in the Borough of Carteret.

A. 
There is hereby established within the Borough of Carteret the position of Executive Director of the Carteret Office on Aging.
B. 
The Executive Director of the Carteret Office on Aging shall be responsible for the administration of all aspects of the operation of the Carteret Office on Aging.
C. 
The requirements for the position of Executive Director of the Carteret Office on Aging are as follows:
(1) 
Definition. Under direction, provides leadership in the development and implementation of the work of a local Office on Aging; coordinates community resources and services relating to concerns of older people; maintains liaison with state and local agencies and organizations concerned with the diverse subject of aging; does other related duties as required. NOTE: The examples of work for this title are for illustrative purpose only. A particular position using this title may not perform all duties listed in this job specification. Conversely, all duties performed on the job may not be listed.
(2) 
Examples of work.
(a) 
Provide leadership, guidance and administrative direction in the development and implementation of an information and referral service on community resources related to the broad field of aging.
(b) 
Consults with, advises and provides professional assistance to organized efforts by community organizations, associations and groups which can contribute to the understanding of aging or who should be aware of aging as social process.
(c) 
Maintains a continuous inventory of resources and services available to older people.
(d) 
Assesses adequacy of existing programs, identifying gaps and stimulating alternatives and new solutions to persistent problems involving aging. Plans and develops an education and public information program to develop knowledge and understanding of the real nature of aging.
(e) 
Assembles, disseminates and publicizes information of value to the general public and to all groups concerned with the diverse subject of aging.
(f) 
Promotes public relation by speaking before various civic and community organizations.
(g) 
Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
(3) 
Requirements.
(a) 
Education. Graduation from an accredited college or university with a bachelor's degree. NOTE: Applicants who do not possess the required education may substitute additional experience as indicated on a year-for-year basis with 30 semester hour credits being equal to one year of experience.
(b) 
Experience: Five years of professional experience to either a paid or volunteer capacity in an agency operating programs relating to elderly people in the fields of social work, public health, nursing, teaching, recreation, gerontology, psychology, vocational counseling, community organization work or related field. NOTE: Possession of a master's degree in any of the above fields from an accredited college or university may be substituted for two years of indicated experience.
(c) 
License. Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
(4) 
Knowledge and abilities.
(a) 
Knowledge of community development and planning.
(b) 
Knowledge of community agencies and resources and an awareness of interrelatedness of social issues.
(c) 
Knowledge of problems, concerns and needs of the aging.
(d) 
Ability to work with public and private agencies.
(e) 
Ability to communicate with groups through public speaking, leading discussions and informal conversation.
(f) 
Ability to write and speak effectively.
(g) 
Ability to organize office work.
(h) 
Ability to prepare clear, accurate and informative reports containing findings, conclusions and recommendations.
(i) 
Ability to maintain essential records and files.
(j) 
Ability to learn to utilize various types of electronic and/or manual recording and information systems use by the agency, office or related units.
(k) 
Ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
(l)
