[Adopted 12-15-1970 as Ch. XI of the 1970 Revised Ordinances, as amended through 3-5-1974]
Whenever any words and phrases are used in this article, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the Revised Statutes of New Jersey shall apply to such words and phrases.
Whenever certain hours are named in this article, they shall mean either Eastern standard time or Eastern daylight saving time, as may be in current use in the Borough.
A. 
Regulations not exclusive. The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
B. 
Parking prohibited during state of emergency.
(1) 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, an emergency shall exist, and no vehicle shall be parked on any of the streets or highways or portions thereof described in Schedule I (§ 254-19), attached to and made a part of this article. The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

(2) 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Mayor, or in his absence, the Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of emergency no-parking signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.

(3) 
Any unoccupied vehicle parked or standing in violation of this subsection shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the costs of the removal and storage which may result from such removal in the amount of $50 for removal and $5 per twenty-four-hour period for storage before regaining possession of the vehicle. Such costs shall be in addition to any penalty or penalties incurred as hereinafter set forth.

(4) 
The effectiveness of this subsection is contingent on signs being erected as required by law.

C. 
Parking prohibited at all times on certain streets. No person shall park a vehicle at any time upon any of the streets or parts of streets described in Schedule II (§ 254-20), attached to and made a part of this article.
D. 
Parking prohibited during certain hours on certain streets. No person shall park a vehicle between the hours specified on any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule III (§ 254-21), attached to and made a part of this article.
E. 
Parking time limited on certain streets and areas. No person shall park a vehicle for longer than the time limit shown at any time between the hours listed on any day, except Sundays and public holidays, upon any of the streets, parts of streets or other areas described in Schedule IV (§ 254-22), attached to and made a part of this article.

F. 
Stopping or standing prohibited during certain hours on certain streets. No person shall stop or stand a vehicle between the hours specified on any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule V (§ 254-23), attached to and made a part of this article.
G. 
No stopping or standing. A no-stopping or -standing zone is hereby created prohibiting any person from stopping his vehicle or standing at any time upon any of the streets or parts of streets described in Schedule VI (§ 254-24), attached to and made a part of this article.

H. 
Certain classes of vehicles prohibited during certain hours.
(1) 
Restrictions.
(a) 
No person shall park any buses or trucks on any street or parking lot within the Borough between the hours of 9:00 p.m. and 6:00 a.m.
(b) 
No person shall park a truck or other motor vehicle over 8,000 pounds in gross weight or any trailer or semitrailer truck to which equipment is attached, thus boat or boat trailer, notwithstanding the weight of the same, upon any street in the Borough of Carteret between the hours of 7:00 p.m. and 8:00 a.m.

(2) 
Removal by Borough. Any bus or truck parked or standing on any street or parking lot between the aforesaid hours shall be deemed a public nuisance and a menace to the safe and proper control of traffic, and any police officer may provide for the removal of such vehicle in the event of violation. The owner shall pay all reasonable costs of removal and storage which may result before regaining possession of the vehicle.
(3) 
Signs. Proper signs shall be erected by the Police Department as required by law.
(4) 
Exceptions. The provisions of this subsection shall not apply to the following commercial vehicles of the passenger-car type: any truck of less than two tons' unloaded weight or any vehicle of a public utility, as defined in N.J.S.A. 48:2-13, when the vehicle is being used to perform services which it is authorized by law to perform.
(5) 
No person shall park or cause to be parked any trailer or semitrailer as defined by N.J.S.A. 39:1-1 upon any public street in the Borough for a period exceeding 24 hours. This restriction shall apply to but shall not be limited to boat trailers, motorcycle trailers, utility trailers and construction trailers.

I. 
Angle parking. Angle parking of motor vehicles at an angle no greater than 45º is hereby permitted during all hours, in the morning and in the evenings, on the streets or parts of streets described in Schedule VII (§ 254-25), attached to and made a part of this article, but in no event may any vehicle be permitted to remain in one said space for a period of more than 24 consecutive hours, so that said angle parking will afford the necessary parking spaces for vehicles for the benefit of adjoining public, quasi-public and private property owners and their tenants or invitees.

J. 
No tractor-truck cab, tractor-trailer combination, straight job truck, or cargo trailer may be parked in any residential zone except for residential moving purposes or to perform a delivery to a specified residence on the applicable date thereof.[1]

K. 
Residential permit parking.

(1) 
On those local streets to be designated by resolution of the Borough Council, a copy of which shall be kept on file in the Borough Clerk's office, parking shall be limited to two hours from 7:00 a.m. to 7:00 p.m. on Monday through Friday, except pursuant to a valid residential parking permit issued by the Borough Clerk's office. Only residents residing on the designated streets shall be entitled to the issuance of a residential parking permit(s).
(2) 
The permit fee shall be $10 per residential unit for the first vehicle and $5 per vehicle thereafter.
L. 
Regulating parking at the Carteret Waterfront Park.

(1) 
Parking on the waterfront access road shall be subject to a four-hour time limit.
(2) 
Parking in Parking Area A shall be limited to parking only for the fishing pier, boat ramp and park use. In addition, parking in Parking Area A shall be subject to a two-hour time restriction for car parking by fishing pier and park patrons and a six-hour time restriction for boat trailers.
(3) 
Parking in Parking Area B will be limited to a six-hour time restriction, to include parking for the Cornucopia Cruise Line vessel(s).
A. 
Establishment of zones. Parking meter zones are hereby established in the Borough of Carteret. The zones shall be in accordance with a sketch attached to and made a part of this article without the inclusion of the text.
B. 
Authority.
(1) 
The Council shall have parking meters installed in the designated zones and designated parking meter spaces. The Council shall fix the time limitations for legal parking in the zones and the hours during the day or night when the parking meter or meters must be used and when the time limitations shall be effective in compliance with the provisions of this article and indicate the time limitations by designating on the parking meter or meters or by appropriate signs posted in proximity to the meters. The installation of parking meters shall be subject to such exceptions for bus stops, taxicab stands and prohibited and restrictive parking areas as are now designated by the Chief of Police.
(2) 
The Council shall also have the authority to regulate fees for parking meters.
C. 
Installation of meters. Parking meters installed in the established zones shall be placed upon the curb immediately adjacent to the individual parking places. Each parking meter shall be placed or set in such manner as to show or display by a signal that the parking space adjacent to the meter is or is not legally in use. Each parking meter installed shall indicate by a proper signal the legal parking time established by the Borough. When operating, the meter shall indicate on its dial and pointer the duration of the period of legal parking and, on the expiration of the period, indicate illegal or over parking. (NOTE: No meters shall be installed in areas where parking is prohibited pursuant to N.J.S.A. 39:4-138.)
D. 
Lines and markings. The Police Department shall have lines or markings painted or placed on the curb or on the street adjacent to each parking meter for the purpose of designating the parking space for each meter. Every vehicle parked adjacent or next to any parking meter shall park within the lines or markings so established. No person shall park against or over the lines of his space.
E. 
Fees for parking. Upon parking, each person shall deposit the appropriate United States coin. Failure to deposit the appropriate money or parking after the time paid for has expired shall constitute a violation of this article.
F. 
Rules and regulations.
(1) 
No person shall park a vehicle for a period of time longer than has been paid for, in accordance with the designation on the meter, or beyond the period of legal parking time established for any parking meter zone within any parking space.
(2) 
No person shall permit a vehicle to be placed and remain in any space adjacent to a parking meter after the time paid for has expired.
(3) 
No person shall deposit a second coin for the purpose of increasing or extending the parking time of any vehicle beyond the time established for that particular meter.
(4) 
No person shall deposit in any parking meter any slug, device or metallic substitute or any other substitute for a proper coin of the United States.
(5) 
No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter.
G. 
Enforcement. It shall be the duty of the Police Department to enforce the provisions of this section.
Trucks over four tons' gross weight are hereby excluded from the streets or parts of streets described in Schedule VIII (§ 254-26), attached to and made a part of this article, except for the pickup and delivery of materials.
The streets or parts of streets described in Schedule IX (§ 254-27), attached to and made a part of this article, are hereby designated as one-way streets in the direction indicated.
Pursuant to the provisions of N.J.S.A. 39:4-140, the streets or parts of streets described in Schedule X (§ 254-28), attached to and made a part of this article, are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield right-of-way signs are provided for in the designation.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule XI (§ 254-29), attached to and made a part of this article, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in Schedule XII (§ 254-30), attached to and made a part of this article, are hereby designated as yield intersections. Yield right-of-way signs shall be installed as provided therein.
The locations described in Schedule XIII (§ 254-31), attached to and made a part of this article, are hereby designated as loading zones.

No person shall park and/or stop any truck or vehicle for the purpose of loading or unloading said vehicle between the hours specified on any day upon any of the streets or parts of streets designated in Schedule XIV (§ 254-32), attached hereto and made a part of this article.
The locations described in Schedule XV (§ 254-33), attached to and made a part of this article, are hereby designated as taxi stands.
The locations described in Schedule XVI (§ 254-34), attached to and made a part of this article, are hereby designated as bus stops.
In accordance with N.J.S.A. 39:1, traffic control signals, which signals shall conform to the design and shall be maintained in operation as authorized by the Department of Transportation, shall be installed at the locations described in Schedule XVII (§ 254-35), attached to and made a part of this article.

No person shall make a left turn at any of the locations and times described in Schedule XVIII (§ 254-36), attached to and made a part of this article.

The streets or parts of streets described in Schedule XIX (§ 254-37), attached to and made part of this article, are hereby designated as no-passing zones.

A. 
The speed limit for both directions of traffic along the streets or parts thereof described in Schedule XX (§ 254-38), attached to and made a part of this article, is hereby established at the rate of speed indicated.
B. 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits.

No person shall make a right turn on red at any of the locations and times described in Schedule XXI (§ 254-38.1), attached to and made a part of this article.
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this article or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not exceeding 15 days, or both.
