In addition to all other parking requirements,
parking on the streets, highways and roads in the Borough shall be
prohibited between the hours of 2:00 a.m. and 6:00 a.m., unless the
owner of the vehicle has obtained a valid special on-street parking
permit, as provided in this article.
Signs indicating the general prohibition on
parking on the streets, highways and roads of the Borough between
the hours of 2:00 a.m. and 6:00 a.m. shall be posted in a reasonable
manner. The absence of a sign or signs indicating such a prohibition
on a street, highway or road of the Borough shall not excuse a violation
of this chapter.
A permit application may not be considered by
the Parking Permits Review Committee unless the applicant:
A. Completes and signs a special on-street parking permit
form;
B. Provides proof of the number of drivers and the number
of motor vehicles licensed or registered, respectively, at the address;
and
C. Pays the appropriate application fee.
The Parking Permits Review Committee shall have
the power to grant no more than one parking permit per household.
Permits in excess of one per household must be approved by both the
Parking Permits Review Committee and Council. The requirements of
hardship and feasibility as provided for in the preceding section
shall be applied by both the Parking Permits Review Committee and
Council in cases of multiple permits.
Each special on-street parking permit shall
be issued for a single calendar year or calendar quarter. The fee
for each special on-street parking permit shall be $60 per annum or
$15 per quarter. Persons desiring to use permits only for occasional
use may apply for an occasional use on-street parking permit. The
yearly fee for an occasional use on-street parking permit shall be
$30. Occasional use on-street parking permits may only be used for
150 days of the subject calendar year. In all cases, a nonrefundable
application fee of $5 shall be made at the time of the filing of the
permit application, in order to cover processing costs associated
with such permit applications. Senior citizens shall receive a discount
of 50% on all rates in this section, except for the nonrefundable
application fee.
The special on-street parking permit shall designate
the name of the person to whom and the vehicle to which the permit
is used. The permit may be transferred to another vehicle owned or
leased by the original permittee, upon written notification to the
Borough Secretary and upon the approval of the Borough Secretary.
Permits are not transferable between persons. The permit shall be
prominently displayed on the vehicle in an area as to be designated
by Council. The permit is the property of the Borough of Glenolden
and shall be surrendered upon demand.
The following restrictions on the issuance and
use of special on-street parking permits shall in all cases apply:
A. During a snow or other emergency or during a snow
removal operation, all permits shall become temporarily invalid. The
Borough is authorized to tow any car parked in violation of this rule.
The violator shall be responsible for all towing, storage and service
charges.
B. No commercial vehicles shall be eligible for a permit.
C. No motor homes or all-terrain vehicles shall be eligible
for a permit.
D. No motorcycles or motorbikes shall be eligible for
a permit.
E. Since landlords are to be responsible for providing
adequate parking space for their tenants, no permit shall be issued
for any tenant of any dwelling or apartment in the Borough.
Upon a violation of the rules of this chapter
or upon a showing of changed circumstances going to issues of hardship
or feasibility, the Parking Permits Review Committee may, after a
hearing, revoke such permit or permits as is necessary and proper.
After such a hearing and in the case of a rules violation, Council
may direct the commencement of legal action against the permit holder.

In addition to any other penalties or legal actions provided
by this chapter, violators of this chapter shall be subject to a fine
of not less than $15 nor more than $1,000. Each day that a violation
continues shall constitute a separate offense.
Enforcement of this chapter shall be by the
Police Department in the Borough and/or the Code Enforcement Officer.

Off-street parking regulations for outdoor recreational vehicles
shall be as follows:
A. No parking
or parking space shall be provided in the front yard of any residential
use.
B. The outdoor
parking of recreational vehicles (including campers, pop-up tents,
motor homes, snowmobiles, boats and their trailers) shall be permitted
in the R-1 and R-2 District only if:
(1) It
occurs on an all-weather surface such as asphalt or crushed stone.
(2) It
is located off street and in the rearmost 50% of the lot.
(3) It
is located at least five feet from any side or rear property line.
(5) Each
vehicle/boat boat trailer must have current registration and insurance.
(6) Each
must be kept in immediately usable condition.
