From and after January 1, 2023, and every year thereafter, the owner or owners of any property served by the sewer or sewer system of the Borough of Glenolden shall pay to the Borough of Glenolden, as hereinafter provided, an annual rental or charge for the use of said sewer or sewer system. The rental or charge for the year 2023 shall be in accordance with the following rates:
A. 
Residential rates.
(1) 
Each dwelling unit or apartment unit: $457.
(2) 
Apartment buildings and other buildings containing more than one unit shall be assessed for each unit, and the total of such assessments shall be the aggregate rate for such building.
B. 
Commercial rates.
(1) 
The minimum commercial rate shall not be less than the established rate for a dwelling unit.
(2) 
The commercial rate shall be applicable to all commercial establishments, of any kind whatsoever, including but not limited to tourist houses, offices, stores, shops, automobile washes, garages, restaurants and automobile or gasoline service stations.

(3) 
The minimum rate for tourist homes shall not be less than the established rate for a dwelling unit.
(4) 
In all cases in which the above rates are not exactly applicable, the Sewer Committee of the Borough Council shall fix an applicable rate, with the same force and effect as if set forth herein.
C. 
Swimming pools: $120.82, applicable to all swimming pools which empty into the sewer.
The annual sewer rental or charge shall be fixed by Borough Council by ordinance as soon as possible after January 1 of each year for said year and shall be such sum as shall be sufficient for the Borough to pay therefrom the annual expense of maintenance, repair, alteration, inspection, depreciation or other expenses in relation to the sewer or sewer system, including the payment of interest and amortization of principal on any indebtedness incurred by the Borough in the construction of any sewer or sewer system, or any amount necessary for the Borough to pay under any contract with any municipal authority with a margin of safety of 10%.
A. 
The Borough Treasurer of the Borough of Glenolden shall keep an accurate record of the sewer rental or charge due by the owner or owners of any property served by the sewer or sewer system, and on or before June 1 of each year, the Borough Council shall execute a warrant or warrants authorizing the Tax Collector of the Borough of Glenolden to collect the same.
B. 
The Tax Collector shall give notice of such rentals or charges to the respective owners on the regular Borough tax bill. All payments shall be due without discount on November 1 of each year. A penalty of 5% is imposed on any bill not paid on the due date.
C. 
The Tax Collector shall make a monthly report of all amounts collected by him to Borough Council and shall remit such funds to the Borough Treasurer.
D. 
The Tax Collector shall file with the Borough Council a complete list of all unpaid sewer rentals or charges on or before the first Monday of May of each year, which will be turned over to the Borough Solicitor for collection.
E. 
The annual sewer rentals or charges shall be a lien on the properties charged with the payment thereof and, if not paid on the due date, may be collected by any appropriate action or by a lien filed in the Prothonotary's office in the nature of a municipal lien.
A. 
The Tax Collector shall receive a commission of 2% on all sewer rentals or charges collected by him.
B. 
The Treasurer shall be paid $350 annually for his services in keeping the necessary records concerning sewer rentals or charges, which sum shall be in addition to his regular salary as Borough Treasurer.
There is hereby established a Sewer Rental Fund into which the Borough Treasurer shall pay all moneys received by him from sewer rentals or charges, which said fund shall be used exclusively for the maintenance, repair, alteration, inspection, depreciation or other expense in relation to the sewer or sewer system and which shall include any interest and/or amortization of principal on any indebtedness incurred by the Borough in the construction of the sewer or sewer system or any amount necessary for the Borough to pay under any contract with any municipal authority and the cost of collection of sewer rentals or charges.
The owner of any property making any addition or removal of fixtures which would affect the amount of sewer rental or charge assessed against such property shall immediately report the same to the Borough Treasurer.
