A. 
Upon the declaration of any emergency, there shall be no parking upon streets or sections of streets where temporary emergency no-parking signs are displayed. The Chief of Police or, in his absence, the ranking police officer is authorized to declare an emergency and to direct the posting of said emergency no-parking signs when weather conditions, accidents, fires or public celebrations dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that the emergency no-parking signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
Pursuant to the provisions of N.J.S.A. 40:67-16, upon the declaration that a safety problem exists for ingress to or egress from any public or private school or for the provision of recreational facilities for children attending such school due to a lack of suitable area surrounding the school, a portion of any street within the block upon which such school is located may be closed not to exceed one hour between 7:30 a.m. and 10:30 a.m., two hours between 11:00 a.m. and 2:00 p.m. and one hour between 2:30 p.m. and 4:30 p.m. on any day such school is in session. During said hours, the designated portion of the street may be used for ingress to or egress from the school or for use by the pupils for recreational purposes under proper supervision and with adequate police facilities for supervision and control of traffic. The Chief of Police or, in his absence, the ranking police officer is hereby authorized to provide for the specific school street closing by regulation and to direct the posting of proper warning signs in the street indicating that it is closed and the purpose thereof. Notification that such signs will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
C. 
Pursuant to the provisions of N.J.S.A. 40:67-16.9, upon the declaration of the Mayor or other chief executive officer of the municipality, a street or portion thereof may be closed to motor vehicle traffic during specified hours on any day or days whenever it is deemed necessary for the preservation of the public safety, health or welfare. In such event, proper warning signs of such closing in any street or portion thereof shall be posted during the time of closing. Notification that such signs will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
Any unoccupied vehicle parked or standing in violation of this chapter shall be deemed a nuisance and menace to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
The effectiveness of this chapter is contingent on signs being erected as required by law.
Every person convicted of a violation of a provision of this chapter shall be liable to the penalty provided in Article I, § 177-4.
