In interpreting and applying the provisions
of this chapter, they shall be held to be the minimum requirements
for the promotion of the public health, safety, comfort, convenience
and general welfare. The provisions shall be deemed cumulative, and
in the event of a conflict the provision which is most strict shall
apply.
This chapter is not intended to repeal, abrogate,
annul or in any way impair or interfere with existing provisions of
other laws or ordinances except those specifically or impliedly repealed
by this chapter.

For each and every violation of any provision
of this chapter, the owner, contractor or other persons interested
as general agent, architect, building contractor, owner or tenant,
or any other persons who commit, permit, take part or assist in any
violation of this chapter or who maintain any building or premises
or uses of any land where a violation of this chapter shall exist,
shall, for each and every violation, be imprisoned in the Bergen County
Jail for a period not exceeding 90 days or be fined not exceeding
$500 or both, at the discretion of the Judge before whom such a conviction
may be had. Each and every day that such violation continues shall
be considered a separate and specific violation of this chapter. In
case any building or structure is erected, constructed, altered, repaired,
converted or maintained, or any building, structure or land is used,
in violation of this chapter or any regulation made under authority
conferred hereby or in violation of any other Township ordinance or
state law, the proper local authorities of the municipality, in addition
to any other remedies, may institute any appropriate action or proceedings
to prevent such unlawful erection, construction, reconstruction, alteration,
repair, conversion, maintenance or use, to restrain, correct or abate
such violation, to prevent the occupancy of said building, structure
or land, or to prevent any illegal act, conduct, business or use in
or about such premises.
The regulations, restrictions and provisions
of this chapter, including the map and schedules, may be amended,
changed, modified or repealed by the Township Committee in accordance
with the provisions of Title 40, Chapter 55D of the Revised Statutes
of the State of New Jersey, and amendments and supplements thereto.
However, no amendment, change, modification or repeal shall be effective
unless the ordinance providing therefor shall first have been submitted
to the Planning Board for review. The Planning Board shall have not
less than 30 days for consideration and report. In the event of an
unfavorable report by the Planning Board, an amendment, change, modification
or repeal shall not become effective except upon favorable vote of
2/3 of the Township Committee.
