The following boards, commissions and councils, established heretofore, and hereafter pursuant to resolution, ordinance or general law, are continued; provided that they shall be advisory to the heads of the offices or departments to which assigned and shall have no administrative powers or duties unless to accept federal or state grants on behalf of the County, as required by the granting agency:

The Board, on its own initiative or by recommendation of the County Executive, may, by ordinance, create new advisory boards, commissions or councils to serve such functions as may be provided or change or dissolve any existing advisory body.

Failure to attend three consecutive regularly scheduled meetings without reasonable justification shall be grounds for removal of any board member from his/her respective board. Such removal shall be initiated by the County Executive, but shall not become final without the approval of the Board of County Commissioners.
