As used in this chapter, the following terms shall have the following meetings, unless the context hereto otherwise requires.
BATTERY
A cell or cells onboard an electric vehicle used for storing and furnishing electrical energy for the purpose of propelling the electric vehicle.
CHARGING SESSION
A continuous period during which an electric vehicle is being charged using the County charging station.
CHARGING STATION EQUIPMENT
The conductors, including ungrounded and grounded, the electric vehicle connectors, attachment plugs and all other fittings, devices, power outlets, charging stations or apparatus installed specifically for the purpose of transferring electric energy to a battery or other energy storage device located onboard an electric vehicle.
CHARGING STATION or COUNTY CHARGING STATION
A County location that is outfitted with charging station equipment with the primary purpose of transferring electrical energy to a battery or other energy storage device located onboard an electric vehicle.
ELECTRIC VEHICLE
A vehicle that operates either partially or exclusively on electrical energy from a charging station or other electrical energy source that is stored in the electric vehicle's battery for propulsion purposes. "Electric vehicle" includes: a battery electric vehicle; a plug-in hybrid electrical vehicle; a neighborhood electric vehicle; an electric scooter or electric motorcycle.
A. 
Owners/operators of electric vehicles shall be permitted to use the County charging stations for purposes of transferring electrical energy to the electric vehicle.
B. 
Owners/operators of electric vehicles must activate and use the applicable mobile application, or activated user card, as provided by the County's maintenance and service vendor, to access and use the charging stations and charging station equipment.
C. 
Owners/operators of electric vehicles shall be charged $1 per hour, for the first four hours of use. After the four hours, the rate will increase to $5 per hour until the electric vehicle is fully charged.
D. 
After the electric vehicle is fully charged, the owner/operator will be allotted a thirty-minute grace period to end their charging session and remove their vehicle from the designated electric vehicle charging station. After the thirty-minute grace period, the owner/operator will be charged an occupancy fee of $10 per hour until the vehicle is removed from the designated electric vehicle charging station.
Users of the County's charging stations shall comply with posted rules and regulations regarding the use and operation of the charging stations.
