No sod, loam, gravel, sand, earth or stone shall be excavated and/or removed from any land within the limits of the Town, except such as shall be incidental to the erection or construction of a building on the lot or lots from which such is to be removed or from adjoining land owned by the same person, and then only after a permit for such building has been issued by the Building Inspector; or when the removal of such is a requisite to the construction or alteration of a street over or where the removal is made.
