The Department shall be headed by the Business Administrator, who shall also supervise administration of all other departments, offices and agencies as provided in Article III, § 4-21C. The Department of Administration shall include the Office of the Business Administrator, Office of Budget and Management and Office of Administrative Services.
The Department shall perform all appropriate functions associated with:
A. 
Developing and maintaining a sound personnel system in conjunction with civil service (see Article XVII below).
B. 
Preparing the annual operating and capital budget and enforcing budget regulations (see Article XVI below).
C. 
Provide central purchasing, with a uniform system of service and control (see Article XVI below).
D. 
Developing standards and rules for administrative practice and assisting in their adoption and use.
E. 
Developing and maintaining central data processing and departmental information systems and such other duties as the Council may prescribe.
The Department shall be organized pursuant to a plan approved as provided in Article IV, § 4-23.
