On or before December 31, 1976, the Mayor shall submit for Council approval, by resolution, a comprehensive personnel system to complement and supplement the civil service system and union agreements. The system shall include uniform rules for any or all of the following, and related matters:[1]
A. 
Position classification determination and adjustment.
B. 
Pay plan determination and revision.
C. 
Employee selection, appointment, evaluation and discipline.
D. 
Leave and other fringe benefits.
E. 
Employee training and education.
F. 
Safety program.
G. 
Grievance adjustment.

Once adopted, the regulations may be revised by resolution. The Mayor shall present any proposed changes to the Council at a regular meeting. The Council may approve, reject or return them for revision at the next regular meeting. Failure to act at that meeting shall constitute approval, and revisions may then be put into effect at once.
