A. The Department shall be headed by a Director who shall be chosen
solely on the basis of his executive and administrative qualifications,
with special reference to his actual experience in, or his knowledge
of, accepted practice in respect to the duties of his office as hereinafter
set forth.

The Department shall be organized pursuant to a plan approved as provided in Article
IV, §
4-23, of Chapter
4, Administration of Government.

The Department shall perform all appropriate functions associated
with:
C. Care of equipment and apparatus.
D. Dispatch and communications.
E. Such other duties as may be assigned.

The Director of the Fire Department shall make, administer and
enforce rules and regulations for the control, disposition and discipline
of the Fire Department and its officers and employees for their training
and efficiency and for the use and care of equipment and apparatus.
There are established the positions of Superintendent and Assistant
Superintendent of the Fire Alarm Telegraph Department of the Fire
Department of the city.

A. The Superintendent of the Fire Alarm Telegraph Department of the
Fire Department shall perform regular fire duty and, in addition thereto,
shall have supervision and control of the installation, maintenance
and repair of the fire alarm telegraph system and all other electrical
work pertaining to the Fire Department of the city.
B. The Assistant Superintendent of the Fire Alarm Telegraph Department
shall perform regular fire duty and, in addition thereto, shall assist
the Superintendent in the supervision and control of the installation,
maintenance and repair of the fire alarm telegraph system and all
other electrical work pertaining to the Fire Department of the city.
C. In addition to the salary paid to the Superintendent as a member
of the Fire Department, he shall receive for such supervision, control
and other duties assigned to him from time to time an annual salary
as prescribed in the ordinance approved by referendum in 1968.
D. The Assistant Superintendent shall receive, in addition to his salary
as a member of the Fire Department, an annual salary as prescribed
in the ordinance approved by referendum in 1968.

B. The enumerated positions and such number of fire fighters as deemed
necessary are subject to budget limitations and approval of the Director
of Fire.

A. The Fire Chief is the head of the Fire Department and is appointed
by the Appropriate Authority. The Fire Chief is directly responsible
to the Appropriate Authority for the Department's efficiency
and day-to-day operations. Pursuant to the direction and policies
established by the Appropriate Authority, the Fire Chief shall:
(1) Administer and enforce the rules and regulations of the Fire Department
and any special emergency directive for the disposition and discipline
of the Department, its members, and officers;
(2) Have, exercise and discharge the functions, powers, and duties of
the Fire Department;
(3) Have charge and control of the administration of the Fire Department
and of its property, apparatus, and equipment;
(4) Prescribe the duties and assignments of all members and firefighters;
(5) Delegate such authority as deemed necessary for the efficient operation
of the Fire Department to be exercised under the Fire Chief's
direction and control; and
(6) Report at least monthly to the appropriate authority in such form
as shall be prescribed by this authority on the operation of the Fire
Department during the preceding month and make other reports as requested
by the appropriate authority (N.J.S.A. 40A:14-118).
B. All Deputy Chiefs of the City of Orange Township Fire Department who shall hereinafter become Deputy Chiefs through promotion or whatever means shall be subject to §
18-7 of Chapter
18 of the Municipal Code of the City of Orange Township, entitled "Fire Department," to establish a table of organization for the Department.
