There shall be created and established the position of Senior
Public Health Nurse. Department of Community Services, City of Orange
Township, who, under direction:
A. Provides skilled public health nursing service and health counseling
in the home, school, clinics or health center and/or takes the lead
over professional and nonprofessional employees and/or is in charge
of the Public Health Nursing Service in the absence of the Supervisor.
B. Does related work as required.
The typical tasks and duties of the Senior Public Health Nurse,
Department of Community Services, shall be as follows:
A. Assists in the planning, organization, coordination and implementation
of the approved Public Health Nursing Service in the Community or
assigned district according to established policies.
B. May assign employees to duties and areas of responsibility.
C. Analyzes and evaluates nursing care and prepares reports for the
Supervisor.
D. Assists in the preparation of reports and recommendations for the
improvement and further development of services.
E. Assists in the planning of policies and procedures and the teaching
of the same.
F. Participates actively in the preparation of surveys and special studies.
G. Assists in the coordination of public health nursing service with
other activities of the health unit.
H. Assists in making or makes arrangements for psychological testing
in necessary cases and is active on all follow-up suggestions resulting
from tests.
I. Organizes aid for handicapped individuals to secure proper medical
and surgical care.
J. Assists in or correlates, evaluates and forwards reports of case
findings and follow-ups for communicable diseases, venereal diseases
and tuberculosis.
K. Is responsible for gathering and distribution of information to the
public on all responsible phases of the public health nursing services.
L. Assists in the establishment of and may be responsible for consultation
and clinic stations.
M. Coordinates or assists in the coordination of aid to the physicians
in public health programs for immunizations.
N. Prepares, maintains or causes to maintain all necessary records and
files.
O. Performs the more difficult nursing duties in clinic stations or
in the field when necessary.
P. May orient, instruct and assign all new professional and nonprofessional
employees.
Q. Maintains a dignified and professional attitude towards coworkers,
supervisors, subordinates and the public.
R. Is active in allied associations and organizations.
S. Maintains a close interested watch for publication of new and important
methods and procedures.
T. Is actively interested in furthering self-education.
The qualifications of the person appointed Senior Public Health
Nurse, Department of Community Services, pursuant to the provisions
of this Article, shall be as follows:
A. Graduation from an accredited school for nursing supplemented by
evidence or baccalaureate degree in nursing or public health nursing
science from a college or university program approved by the national
league for nursing and one (1) year of experience in public health
nursing.
B. Current and valid registration of a professional nurse in the State
of New Jersey.
C. Possession of a valid New Jersey driver's license.
D. Considerable knowledge of:
(1) The principles, practices and techniques of public health nursing.
(2) The problems involved in organizing assigned field and office work
concerned with public health nursing and in developing effective work
methods in accordance with prescribed procedures.
(3) The rules, regulations, policies, procedures and standards or the
local health unit relating to public health nursing programs and activities.
(4) The effective methods of conducting discussion groups for and with
lay persons.
(5) The available community facilities for public health education.
(6) The methods and techniques of general specialized nursing services
useful in dealing with normal and pathological cases.
(7) The emotional factors present in psychosomatic illnesses, mental
deficiencies, chronic diseases and convalescence.
(8) The racial, social and cultural characteristics of community groups,
the customs and preferences of minorities and other special groups,
and the most effective and socially useful methods of dealing with
them.
(9) The techniques and methods of planning and conducting studies and
surveys and in compiling, organizing and interpreting the collected
data.
(10)
The relationship of public health nursing services to the activities
of public and other agencies and organizations.
(11)
The handling of correspondence.
(12)
The preparation of reports containing findings, conclusions
and recommendations.
(13)
The establishment and maintenance of suitable records and files.
E. Also, the ability to:
(1) Read, write, speak and understand English sufficiently to perform
the duties of this position.
(2) Analyze, comprehend, interpret and apply the theory, principles,
practices and techniques of modern public health nursing.
(3) Do public health nursing.
(4) Analyze, comprehend, interpret and apply the rules, regulations,
standards, policies and procedures of the local health unit relating
to public health nursing and public health nursing programs.
(5) Organize assigned public health nursing work in the office and in
the field and develop effective work methods in accordance with prescribed
procedures and standards.
(6) Work harmoniously with associates.
(7) Adopt nursing and teaching techniques to meet the needs, interests
and capabilities of the individuals and groups being served and the
existences of the immediate situation.
(8) Develop and maintain a professional attitude toward individual differences
in social, cultural and moral standards.

Plan effective public health nursing work to meet changing situations.
(11)
Develop the abilities and skills necessary to the proper performance
of public health nursing program.
(12)
Assist in making specific studies and surveys.
(13)
Give talks before varied groups concerning the problems and
progress of public health.
(15)
Prepare clear, sound, accurate and informative reports containing
findings, conclusions and recommendations.
(16)
Establish and maintain suitable records and files.
F. Good health and freedom from disabling physical and mental defects
which would impair the proper performance of the required duties or
which might endanger the health and safety of oneself or others.
