There shall be created and established the position of Supervisor of Water and Sewers within the Department of Public Works, who, under direction, supervises and works with a group of employees engaged in the installation, maintenance and repair of pipes, valves, pumps, hydrants and other water service equipment and also the construction, maintenance and repair of sanitary sewers and drainage facilities and does related work as required.
A. 
The Supervisor of Water and Sewers has substantially full supervisory responsibility for control over work operations and is accountable to his superiors for the quantity and quality of the work done. He normally acts within general instructions, standard procedures and established policies. He is responsible for ensuring the efficient and economical accomplishment of work assignments by his subordinates within general work schedules set by higher levels of supervision.
B. 
Examples of works. The Supervisor of Water and Sewers:
(1) 
Assigns men to repair and maintain water pipes, valves and hydrants and supervises their work.
(2) 
Assigns men to clean storm and sanitary sewers and catch basins and to repair broken sewer lines.
(3) 
Keeps records of attendance, time and material spent and work completed.
(4) 
Obtains, stores and supervises the proper use of needed equipment, materials and supplies.
(5) 
Makes recommendations to superiors concerning disciplinary measures, promotions and appointments of employees under his supervision.
The minimum qualifications of the person appointed Supervisor of Water and Sewers pursuant to this Article shall be as follows:
A. 
Three (3) years of experience in the installation, repair and maintenance of water mains, pipes, valves, hydrants and other water service equipment and also cleaning, constructing, maintaining and repairing sewers.
B. 
Thorough knowledge of the proper procedures used in making routine and complex repairs to water mains, pipes and appurtenances and thorough knowledge of the problems, procedures and methods used in cleaning, constructing, maintaining and repairing sewers.
C. 
Thorough knowledge of the varied types of tools used in the construction, maintenance and repair of Water Department installations and thorough knowledge of the proper methods of caring for equipment and materials used in cleaning, maintaining and repairing sewers.
D. 
The ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of the position.
E. 
The ability to work for long periods in emergency situations and remain on the job until repairs have been made.
F. 
Good health and freedom from disabling physical and mental defects which would impair the proper performance of the required duties or which might endanger the health and safety of oneself or others.
G. 
A valid driver's license in the State of New Jersey.
