A.
Running at Large. No person owning, keeping or harboring any dog shall allow, suffer or permit it to run at large upon any public property or in any public place or upon the property of another.
(1)
It shall be unlawful for any person owning, keeping or harboring a dog to allow, suffer or permit it to run unrestrained on his/her property without first taking the appropriate devices, such as to restrict the dog from leaving the confines of such property.
If in the reasonable judgment of the Township Animal Control Officer, or a Health Department designee, the purposes of this section can only be accomplished by installation of a material fence, then said fence must be of a height and structure necessary to ensure that any dog(s) remains confined to its owner's property. If the installation of a fence would also require the issuance of a permit by the Construction Official, the Animal Control Officer shall so advise the person.
(2)
Any person whose dog is impounded by the Orange Health Department for violation of this section shall pay the following fees prior to release of dog:
(a)
First impoundment: $20.00
(b)
Second impoundment $30.00
(c)
Three (3) or more impoundments: $40.00
Where a dog which has been running at large returns home before being impounded, the owner, keeper or harborer shall be subject to the penalties contained in this section.
Cat License. A license shall be issued after payment of a fee of eleven dollars ($11.) for each unaltered cat, and eight dollars ($8.) for each altered cat. Persons, who fail to obtain a license as required within the time period specified in this section, will be subject to a delinquent fee of ten dollars ($10.).
License from another municipality shall be accepted. The person applying for the license and registration tag and/or sleeve shall pay the fee fixed or authorized. The fee for the renewal of license and registration tag or sleeve shall be the same as for the original, and the license, registration tag or sleeve and renewal thereof shall expire on January 31 or the following year.

Turn in fees.
There shall be a fee of fifty dollars ($50.) per animal payable to the City of Orange Township upon relinquishing the animal to the Animal Control Officer.
C.
Trap deposit.
There shall be a deposit charge of twenty-five dollars ($25.) per small trap.

A.
In accordance with N.J.S.A. 54:5-54, the Tax Collector shall provide to any party entitled to redeem a certificate pursuant to this section (N.J.S.A. 54:5-54) two (2) calculations of the amount required for redemption within a calendar year at no cost. For each subsequent calculation requested from the Tax Collector, there shall be a fifty dollar ($50.) fee. A request for a redemption calculation shall be made in writing to the Tax Collector.
B.
In accordance with N.J.S.A. 54:5-97.1, the Tax Collector may charge a lienholder of a tax lien, fifty dollars ($50.) for the calculation of any amount due to redeem the tax lien as required pursuant to N.J.S.A. 54:5-97.1, any request for a redemption calculation shall specify the date to be used for the calculation, which shall be the date of the notice. Neither the Tax Collector nor the municipality shall be liable for an incorrect calculation. Calculation of usage. The Water and Sewer utility will assess user fees based on actual water usage as reported by the appropriate water/sewer purveyor. However, should the user have a separate discharge meter in place, the sewer usage will be calculated as the actual flow discharged into the system. Water meters certified in writing from the appropriate water purveyor as used solely for the purpose of metering water usage of irrigation systems and swimming pools shall be exempt from excess sewer usage charge. Such certification must identify the separate account number assigned to the meter, meter location, property owners name and billing address. Exempt meters under this provision must be recertified annually to the City. The cost of certifying exempt water meters will be the responsibility of the respective property owner.

G. Appeals. Users who believe that either flow or classification has been improperly calculated may appeal by submitting written documentation to the City Tax Collector.
H. Municipal and Public Buildings. The City desires to provide certain reduced water and sewer billing charges for public buildings, such as municipal buildings and schools. There shall be a reduction in the quarterly water and sewer charges which is charged to or collected from the owner of the buildings. The amount of the reduction will be 25% less than the amount fixed by the City ordinance. [Added 9-21-2021 by Ord. No. 43-2021]
I. Effective Date. This Ordinance shall take effect immediately upon passage publication according to law.
