For the purposes of this article, the following terms, phrases and words shall have the meanings indicated:
CITY
The City of Orange, New Jersey.
DIRECTOR
The Director of Recreation of the City.
PARK
Any City-owned parkland or open space other than that under the jurisdiction of the Board of Education.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
A. 
No person shall:
(1) 
Willfully mark, deface, disfigure, injure, tamper with or displace or move any buildings, bridges, tables, benches, fireplaces, railings, paving or paving material, waterlines or other public utilities or parts or appurtenances thereof, signs, stakes, posts, boundary markers, fences or other structures or equipment, facilities or park property or appurtenances whatsoever, either real or personal.
(2) 
Dig or remove any sand, soil, rock, stones, trees, shrubs, plants, down timber or other wood or materials or make any excavation by tool, equipment or other means or agency.
(3) 
Damage, cut, carve, transplant or remove any tree or plant or injure the bark or pick the flowers or seeds of any tree or plant, and no person shall dig in or otherwise injure or impair the natural beauty or usefulness of any area.
(4) 
Climb any tree or walk, stand or sit upon monuments, railings, fences or any other property not designed or customarily used for such purposes.
B. 
Nothing herein shall prevent the Director or his authorized agent from carrying out proper maintenance of the park, construction facilities and improvements as authorized by responsible City agencies or issuing special permission to groups, both public and private, to carry out projects of an educational, conservation or recreational nature.
No person shall:
A. 
Hunt, molest, harm, frighten, kill, trap, chase, tease, shoot or throw missiles at any animal, reptile or bird, nor shall he remove, collect or have in his possession the young of any wild animal or the eggs or nest of any reptile or bird.
B. 
Give or offer or attempt to give to any animal, reptile or bird any poison or other known noxious substance.
C. 
Hunt, trap or pursue wildlife at any time, and no person shall use, carry or possess firearms, air rifles, spring guns, bows and arrows, slings or any kind of trapping device, or any other weapons or explosives potentially inimical to wildlife and dangerous to human safety.

A. 
It shall be unlawful for the owner, keeper, or any person having charge or custody and control of any dogs or other domestic animals, except disability assistance animals, to enter upon any area in a municipal park, playground or recreation area posted as a "No Pets Zone." Posting shall be done in such a manner so as to clearly designate restricted areas.
B. 
Any person who violates this section shall be subject to a $75 fine for the first offense and subject to the general provisions of § 145-14 for any subsequent offense.

A. 
Definitions. For the purpose of this section, the following terms, phrases, words and their derivations shall have the meanings stated herein unless their use in the text of this section clearly demonstrates a different meaning. When not inconsistent with the context, words used in the present tense include the future; words used in the singular number include the plural number. The word "shall" is always mandatory and not merely directory.
FEED
To give, place, expose, deposit, distribute or scatter any edible material with the intention of feeding, attracting or enticing wildlife. Feeding does not include baiting in the legal taking of fish and/or game.
PERSON
Any individual, corporation, company, partnership, firm, association, or political subdivision of this state subject to municipal jurisdiction.
WILDLIFE
All animals that are neither human nor domesticated.
B. 
Prohibited conduct. No person shall feed, in any public park or on any other property owned or operated by the City of Orange Township, any wildlife, excluding confined wildlife (for example: wildlife confined in zoos, parks or rehabilitation centers or unconfined wildlife at environmental education centers, or feral cats as part of an approved Trap-Neuter-Release Program).
C. 
Enforcement.
(1) 
This section shall be enforced by the Police Department and/or other Municipal Officials of the City of Orange Township.
(2) 
Any person found to be in violation of the provisions of this section shall be subject to a fine not to exceed five hundred dollars ($500.).
No person shall:
A. 
Picnic or lunch in an area other than those designated for the purpose, nor shall be fail to obey directions of the Director or his authorized agent when issued to prevent congestion and secure maximum use of such areas.
B. 
Use any portion of the picnic areas or any buildings or structures therein for the purpose of picnicking to the exclusion of other persons, nor shall any person use such areas and facilities for an unreasonable time if facilities are crowded, except as expressly permitted by the Director or his authorized agent.
C. 
Leave a picnic area before any fire lighted or used by him is completely and properly extinguished.
A. 
All persons shall use only such rest rooms as provided in the park and shall cooperate in maintaining rest rooms in a neat and sanitary condition.
B. 
No person shall:
(1) 
Dress or undress in any portion of any park except in buildings designated for such purpose.
(2) 
Throw, discharge or otherwise place or cause to be placed in any streams, springs, ponds or any other waters, natural or artificial, any substance, matter or thing, liquid or solid, which will or may result in the pollution of said waters.
(3) 
Dump or deposit bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, water, garbage, refuse or other trash in the park, except as provided in § 145- 5B(4) hereof.
(4) 
Leave any such trash or refuse that may originate from picnicking or other activities except in proper receptacles provided for the purpose. Where receptacles are not provided, all such refuse or trash shall be carried away from the park by the person responsible for its presence and properly disposed of elsewhere.
C. 
The use of public drinking water faucets for any washing purposes is prohibited.
No person shall:
A. 
Swim, bathe, float or wade in any body of water, natural or artificial, except at such times and in such places as the Director or his authorized agent may designate by proper signs or notices or as specifically authorized by a special permit issued by said Director or agent.
B. 
Take part in or abet the playing of any games involving horseshoes, arrows, stones, balls or other propelled objects, except in areas designated for such activities.
C. 
Engage in motorized toy or model aviation, model boating or model automobiling, except at such times and at places designated or maintained therefor by the Director or his agent.
D. 
Interfere with various recreational programs as may be sponsored by the city.
No person shall:
A. 
Operate any vehicle on any trail or road in the park except to and from parking areas or as expressly permitted by the Director of his authorized agent. The use of minibikes or unlicensed vehicles is expressly prohibited in all city parks.
B. 
Fail to obey the directions of any traffic officers or city employees authorized and instructed to direct traffic in the park.
C. 
Attempt to stop, or stop by any visible or audible sign or signal, any vehicle for the purpose of soliciting a ride from the driver of such vehicle.
D. 
Wash, clean, paint, maintain or make repairs to any motor vehicle in any park.
E. 
Park a motor vehicle other than in a designated parking area, except as expressly permitted by the Director or his authorized agent.
A. 
Alcoholic beverages and drugs.

(1) 
No person shall:
(a) 
Carry into any park or be in possession of any alcoholic beverage, including beer and wine, unless such alcoholic beverage is to be consumed in an area designated for such purposes, located within the park.
(b) 
Enter into or be in any park under the influence of alcohol.
(c) 
Carry into, be in possession of or be under the influence of any drug or hallucinogenic while in any park of this city; neither shall any person aid and/or abet in the unlawful carrying or the unlawful possession of any alcoholic beverage, drug or hallucinogenics into any park in this city.
(2) 
Consumption or possession of alcoholic beverages by persons under nineteen (19) years of age is prohibited, unless said minor is accompanied by a parent or guardian and said parent or guardian has expressed his consent to said consumption.

B. 
General. No person shall:
(1) 
Permit dogs or other domestic pets to run at large. Dogs shall be permitted only when such dog is under the immediate control of such person by adequate collar and leash, cord, chain or other similar restraint.
(2) 
Build or attempt to build a fire, except as may be specifically permitted by the Director or his authorized agent.
(3) 
Drop, throw or otherwise scatter matches, burning cigarettes or cigars or any other burning material within the park.
(4) 
Use loud, boisterous, threatening, abusive, insulting or indecent language or engage in any disorderly conduct or breach of the peace.
(5) 
Expose or offer for sale any article or thing, advertise or call attention to any article or service or post signs of any nature in any location, except as expressly permitted by the Director or his authorized agent.
(6) 
Use any public address system or amplifying equipment, except as expressly permitted by the Director or his authorized agent.
(7) 
Use any mechanical, magnetic, electrical or other device constructed or designed for the purpose of locating or discovering any lost, abandoned or mislaid articles or goods in, under or upon said areas, except as authorized by the Director.
A. 
No person shall enter or remain in the park between one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise, except as permitted by the Director or his authorized agent or as a part of a program approved or sponsored by the city.
B. 
Any section of the park may be declared closed to the public, either entirely or for particular uses, by the Director or his authorized agent at any time and for any interval of time, either temporarily or at regular and stated intervals.
C. 
No person shall use in any manner whatsoever any park property, or any part thereof, or any building thereon for any illegal, immoral or bawdy purpose or for any purpose in violation of any federal, state or municipal law, ordinance, rule or regulations of the Director of Recreation now in effect or hereafter enacted or adopted.
D. 
The Director or his authorized agent may eject from the park any person acting in violation of any provision of this Article.
E. 
The Director or his authorized agent may seize and confiscate any property, thing or device in the park which is brought in or used in violation of any provision of this Article.
Nothing herein contained shall be deemed to limit the authority of the Director to revoke or suspend the privileges of any person found violating any law, rule or regulation governing the use of public parks which is not a part of this Article.

Any person who violates any of the provisions of this Article shall, upon conviction thereof, be subject to a fine not exceeding five hundred dollars ($500.) or imprisonment for a period not exceeding ninety (90) days, or both.
