All taxi drivers licensed shall adhere to the following regulations:
A. 
The rate card must be displayed in a place in the vehicle conspicuous to any passenger.
B. 
Drivers shall remain within ten (10) feet of their cabs and shall not solicit passengers in a loud or boisterous manner.
C. 
Taxicabs and other vehicles for hire shall not park and occupy any area in the City that has not been identified as a taxi stand.
D. 
No licensed taxicab company may have outside independent drivers and must operate their own registered vehicles.
E. 
There shall be no more than six (6) taxicab company licenses issued in the City of Orange Township.
F. 
There shall be no more than six (6) taxicabs licenses for each company licenses issued which includes the parent company and all subsidiaries.
G. 
There shall be no more than twelve (12) taxicab driver's licenses including the owner operating a cab for any licensed taxicab company within the City of Orange Township.
H. 
Carry a receipt book and upon request issue a receipt showing the fare charged.
I. 
Keep and retain a daily trip book which shows the time and place of each trip, number of passengers carried and any interim stops made.
J. 
Accept any passenger seeking to hire taxi unless they are disorderly or the taxi is otherwise engaged.
K. 
Refrain from smoking and conduct him or herself in an orderly manner.
L. 
Permit no person to ride in the front seat unless the car is occupied.
M. 
Under no circumstances shall a driver refuse to pick up a disabled person. There shall be no extra charge for Seeing Eye dogs.
N. 
Taxicabs are strictly prohibited from discharging passengers in the roadway. They must be discharged as close as possible to the right hand sidewalk.
A. 
Offensive horn blowing that may annoy residents of the City in residential areas.
B. 
Use of profanity, threatening language by drivers or any employees of the taxi company towards the general public while on duty.
C. 
Any verbal or non-verbal sexual overtures or advances by the drivers or any employee of the taxi company towards the public while on duty.
D. 
Any presence of a controlled dangerous substance, evidence of alcoholic intoxication, possession of weapons or any other criminal offenses of the driver or employee of the taxi company while on duty.
E. 
Any attempt by any owner to deceive the public regarding fares including overcharging.
Any change of residence of the owner of a taxicab company license or taxi operator license or company license shall be reported in writing to the Director of the Planning Department within ten (10) days of such change.
There shall be twelve (12) taxi stands, two (2) for each company. Taxi stands located at Main Street and Day Street shall be assigned by seniority and signs designated with company name installed.

Taxi stands that exist at Main Street — (57 feet east of South Essex Avenue — 2 spaces) are hereby eliminated (Ordinance No. 24-2011) is hereby repealed in its entirety.
Taxi stand that exists at Main Street — (210 feet west of North Jefferson Street for a distance of 22 feet — 1 parking space) is hereby eliminated.
Taxi stand that exists at Main Street — (200 feet west of North Jefferson Street for a distance of 22 feet — 1 parking space) is hereby eliminated.
Any ordinance inconsistent with this chapter is repealed, but only to the extent of such inconsistencies.
A. 
No taxi in public or private use may park on public streets or in public places in the City of Orange unless the driver is waiting to pick up or discharge passengers.
The City of Orange will divide into four (4) zones. The fare shall be if the pickup and drop off is within the same zone and additional to carry passengers between zones. There shall be no fee for children five (5) years of age and under.
A. 
Each additional passenger will be charged per mile after the first passenger.
B. 
One (1) piece of luggage should be carried without charge.
C. 
The flat rate to Newark Airport shall be charged twenty-five dollars ($25).
D. 
Fares outside of the City of Orange within one (1) to seven (7) miles to Newark Penn Station may not exceed maximum flat rate pursuant to rate card.
A. 
Prior to suspension or revocation of a company license, vehicle license or operator license penalty, the licensee as appropriate shall be given the opportunity for a hearing after being given written notice of the charges. The Municipal Clerk, Business Administrator and Police Director and another designated City representative shall conduct a hearing and at the conclusion of same make a determination. A finding of guilt shall cause the imposition of a penalty as prescribed herein.
B. 
The licensing official may suspend a vehicle license pending the outcome of a hearing, however, the hearing must be held within ten (10) days of said suspension.
C. 
Insurance requirement failure shall be cause for immediate revocation until proof of insurance reinstatement is provided.
Any person who violates any section of this chapter may be punished by a fine or by a term of imprisonment not exceeding six (6) months or both. Citations may be issued by the Orange Police Department where appropriate for violating this chapter, returnable to the Municipal Court.
A. 
The police must immediately advise the Planning Director of any known convictions or charges filed against the licensed operator, licensed vehicle or licensed company, whom shall be subject to the following fines for the specific violations.

A licensed operator, licensed vehicle or licensed company found in violation of the same offense twice within one (1) year may be fined double the regular fine. Three (3) times will permit a fine three (3) times the amount plus suspension and/or revocation of a license.
