It shall be unlawful for any nonresident of the Borough to transport or cause to have transported into the Borough his trash, rubbish or other refuse material for the purpose of collection by the Borough.
It shall be unlawful for any resident of the Borough to knowingly permit a nonresident to deposit his trash, rubbish or refuse material with the resident's own for the purpose of collection by the Borough. The presence of a nonresident's refuse commingled with that of a resident shall be prima facie evidence that the resident knew of and knowingly permitted such depositing of the nonresident's trash, rubbish or other refuse.

Any nonresident who violates any provision of § 510-1 of this article and any resident who violates any provision of § 510-2 shall be guilty of an offense and, for every violation, upon conviction, shall be sentenced to pay a fine of not more than $600 and costs of prosecution and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days, provided that each day on which any nonresident or resident, as the case may be, violates any provision applicable to him shall constitute a separate offense.
The provisions of this article shall be considered severable, so if any part or parts of it be declared null and void for whatever reason, the remaining provisions of the article shall continue in full force and effect.
