The charges of the Allegheny County Sanitary Authority for sewage service to properties located in the Borough of Etna, the sewage from which enters the sewer system of the Allegheny County Sanitary Authority, are:
A. 
Metered Water Users. The following schedule of rates shall be applicable to each user of metered water and the charges shall be based upon the quantity of water delivered to each such user as measured by the most recent available water meter reading:

B. 
Other water users. The quantity of water used by water users other than those referred to in Subsection A of this section shall be estimated by the Borough of Etna, and each water user's charge shall be calculated by applying the schedule to total charges set forth in said Subsection A to the estimated quantity.
C. 
Household garbage grinders.
(1) 
For each household garbage grinder in a private dwelling unit there will be a charge equal to the charge assessed upon it by the Allegheny County Sanitary Authority.

(2) For all garbage grinders other than household garbage grinders in a dwelling unit, there will be a charge equal to the charge assessed upon it by the Allegheny County Sanitary Authority; said charge will be proportionately higher or lower for each grinder other than household garbage grinder of lesser or greater horsepower capacity.
D. 
Bio-oxygen demand. For each establishment that is assessed a bio-oxygen demand, there will be a charge assessed equal to the charge assessed upon it by the Allegheny County Sanitary Authority
E. 
The Council of the Borough of Etna is hereby authorized to increase, decrease or change all sewage rates with the Borough of Etna by resolution.

Water not reaching sewer, if metered separately, not included in quantity on which sewage charge calculated. The quantity of water which does not reach a metered water user's sewer, if separately metered, will not be included in the quantity upon which the sewage charge is calculated.
With the prior written approval of the Allegheny County Sanitary Authority, a water user may install a sewage meter, in which event the sewage charges will be based upon the quantity of sewage so metered.

Bills for the sewage service based on the sewage rates of the Allegheny County Sanitary Authority shall be rendered quarter-annually by the Borough Secretary on the basis of the most recent quarter water meter reading or sewage meter reading, as the case may be. All sewage charges billed to water users shall be payable at the net rate within 30 days from the billing date. All sewage charges paid after the expiration of said thirty-day period but prior to the expiration of 60 days from the billing date shall be payable at the gross rate. If the bill remains unpaid after 60 days from the billing date, a penalty of 10% shall be payable plus interest at the rate of 1% per month or part thereof upon 105% of the sewage charge, which interest shall begin on the 60th day after the due date.
Any sewer rental or charge not paid within 30 days from the billing date shall be a lien upon the property charged with the payment thereof from the first day of the following month. Such sewer rentals or charges, if not paid after 30 days' notice, may be collected as provided by law, by an action of assumpsit, or by distress of personal property on the premises, or by lien filed in the nature of a municipal lien.
The Borough of Etna shall not be liable for any damage resulting from leaks, broken pipe or any other cause occurring to or within any house or building or in connection with the sewer system between the sewer line and any house or building, and the Borough of Etna shall not be liable to any owner for any claim for damages arising by reason of any leaking or breaking of any minor main, trunk, interceptor, lateral or collecting sewer or any building connection, sewer line or any attachment to the sewer.
The duly authorized agents of the Borough of Etna shall be granted access at all reasonable hours of the day to all parts of the premises to which sewer service is supplied to make necessary inspection.
The provisions of this article are severable, and if any of its provisions are held to be illegal, such illegality shall not affect or impair any of the remaining provisions of this article. It is hereby declared to be the intent of the Borough that this article would have been ordained and enacted had such illegal provision not been included therein.

The Sanitary Authority of Allegheny County be and the same is hereby authorized to discontinue the individual billing to the Borough's water consumers and in place thereof, the Sanitary Authority is hereby authorized to bill the Borough of Etna for the sanitary sewerage charges levied in the Borough.

The Secretary of the Borough of Etna be and is hereby authorized to assume the collection of the individual Sanitary Authority sewerage charges in the Borough of Etna.
