There is hereby established a comprehensive zoning plan for the Township of Wyckoff, Bergen County, New Jersey, which plan is set forth in the text, schedules, tables and map that constitute this chapter. Said plan is adopted for the purposes set forth in Chapter 291 of the Public Laws of 1975, known as the "Municipal Land Use Law" (N.J.S.A. 40:55D-1 et seq.), and more particularly for the protection and promotion of the public health, safety and welfare and with the objective of conserving the value of property and encouraging the most appropriate use of land throughout the Township.
A. 
The territory of the Township of Wyckoff is hereby divided into the following zones:
Zone
Purpose
RA-25 Rural Residence
The RA-25 Zone, the most restrictive residential zone in the Township, is established as a district in which the principal use of land is for single-family residences on lots having a minimum area of 25,000 square feet.
R-15 Residence
The R-15 Zone is established as a district in which the principal use of the land is for single-family residences on lots having a minimum area of 15,000 square feet, with the option for senior citizen residential cluster development in accordance with the purpose stated in § 186-32A.
RC-25 Cluster Option Residence
The RC-25 Zone is intended as a district in which the principal use of land is for single-family residences either on lots having a minimum area of 25,000 square feet or, under the cluster option, in a development preserving open space by utilizing lots having a smaller size but maintaining the same density as for conventional development by the setting aside of permanent open space.
B-1A Triangle Business
The B-1A Zone is intended to cover the central business triangle area of the Township and to provide for retail and service establishments of a type including convenience goods, food, clothing, drugs, gifts, boutiques and similar retail uses and service uses (excluding supermarkets); small professional offices; residential uses consisting of single-family and two-family homes; and mixed residential-commercial uses in a single building, provided the residential uses do not exceed two in number.

B-1 Central Business
The B-1 Zone is intended for conduct of retail trade, administrative and professional offices and service to the general public in the central business district; residential uses consisting of single-family and two-family homes; and mixed residential-commercial uses in a single building, provided the residential uses do not exceed 2.

B-2 Neighborhood Business
The B-2 Zone is intended for the conduct of local retail trade and household and personal services in outlying shopping areas with emphasis on grouping small retail and service businesses for the convenience of surrounding residential neighborhoods.
B-3 Office
The B-3 Zone is intended as an area for the provision of offices, banks and funeral parlors at the edges of the central business section where the permitted uses would have less impact on adjacent residences than general business uses and would provide a transition between general business and residence.
B-4 Outdoor Recreational

B-5 Planned Community Shopping Center
The purpose of the Planned Community Shopping Center Zone is to provide a shopping center area primarily serving the residents of the Township of Wyckoff and developed and built in accordance with a plan affording adequate protection for adjoining residential areas and meeting certain requirements and specifications for shopping centers. Particular uses in the B-5 Zone shall be subject to review by the Planning Board and Township Committee to determine that these are primarily directed toward serving the residents of the Township of Wyckoff as distinguished from other communities in the region and are thus not such uses as would comprise a regional shopping center.
L-1 Light Industry
The L-1 Zone is intended to provide for industrial facilities on three-acre and larger sites in accordance with site plan standards provided for in the Land Subdivision and Site Plan Review Ordinance[1] and in keeping with the predominantly residential character of development in the community.
L-2 Light Industry
The L-2 Zone is intended to provide for industrial facilities on four-acre and larger sites in accordance with site plan standards provided for in the Land Subdivision and Site Plan Review Ordinance[2] and in keeping with the predominantly residential character of development in the community.
RPP-1 Recreation/Public Purpose District

The purpose of this district is to provide for the preservation of publicly and semipublicly owned and/or used lands within the Township of Wyckoff which, due to their size and location, have special value and suitability for recreation and public purpose uses and which may also constitute scarce and sensitive land resources due to their location and environmental constraints. The RPP-1 Recreation/Public Purpose District is intended for indoor and outdoor recreational uses and buildings incidental thereto.
RPP-2 Recreation/Public Purpose District

The purpose of this district is to provide for the preservation of publicly and semipublicly used land within the Township of Wyckoff which, due to their size and location, have special value and suitability for recreation and public purpose uses and which may also constitute scarce and sensitive land resources due to their location and environmental constraints. The RPP-2 Recreation/Public Purpose District is intended for outdoor recreational uses and activities and for structures incidental thereto.
B-5/SDAH-2 Planned Community Shopping Center/Affordable Housing Zone

The purpose of the Planned Community Shopping Center/Affordable Housing Zone is to provide a shopping center area primarily serving the residents of the Township of Wyckoff and adjoining municipalities and developed and built in accordance with a plan affording adequate protection for adjoining residential areas and meeting certain requirements and specifications for shopping centers. It is further designed to address a portion of the Township's affordable housing obligation as established by the Council on Affordable Housing. Particular commercial uses in the B-5/SDAH-2 Zone shall be subject to review by the Planning Board to determine that these are primarily directed toward serving the residents of the Township of Wyckoff and adjoining municipalities as distinguished from other communities in the region and are thus not such uses as would comprise a regional shopping center.
RA-15/SDAH-2 Zone

The RA-15/SDAH-2 Zone is established as a district in which the principal use of the land is for single-family residences on lots having a minimum area of 15,000 square feet.

B. 
The uses provided for in the L-1 and L-2 Zones are intended to be contained within protective zones for the development of industry based upon the performance of the industry as well as the type of industry. In order to secure this type of development, the various regulations hereinafter described must be met. These regulations are established so as to provide an appropriate operating environment for industry, to protect industries within the zones from the adverse effect of other incompatible industries and at the same time to reduce to a minimum the impact of industries on surrounding nonindustrial land used; to lessen congestion in the streets; to protect the health and safety of the residents and workers in the vicinity; to prevent detrimental effects on the use or development of property in the vicinity; to secure safety from fire, panic and other dangers; to promote health, morals and the general welfare of the present and future inhabitants; and to prevent the overcrowding of land and buildings.

The boundaries of all zones are shown on a map attached hereto and made a part hereof[1], entitled Zoning Map, Township of Wyckoff, Bergen County, New Jersey, dated August 1984, revised July 1992, revised August 1992, by Moskowitz, Heyer and Gruel, PA; revised August 1998, by Lawrence Edler, P.E. A copy of said Zoning Map shall replace and supersede all prior zoning maps. Said map and all notations and references contained thereon are declared to be a part of this chapter, as if the same were fully described and set forth herein. The map is further amended and supplemented as follows:
A. 
The B-1 Zone on Goffle Road adjacent to the L-1 Zone is extended to include that portion of Lots 103 and 104 in Block 498 which is within 100 feet of the northwesterly side line of Goffle Road.
B. 
A B-2 Zone is created to include the most northerly 100 feet of Lot 18:1 in Block 492 for the full depth of that lot.
C. 
Lot 49:3 in Block 443, in its entirety, is to be included in the RA-25 Zone.
D. 
Lots 115, 116, 117 and 118 in Block 320 are to be included in the RA-25 Zone.
E. 
A B-2 Zone is created to include all that portion of Lot 1 and of Lot 2 in Block 205 which is within 225 feet of the center line of Crescent Avenue.
F. 
The B-3 Zone on Greenwood Avenue is extended to include the entire portion of Lot 13:5, Block 216
G. 
Lot 17, Block 219.
(1) 
Lot 17, Block 219, is changed from the RA-25 Rural Residence Zone District to the B-1 Central Business District. Said property hereby included in the B-1 Central Business Zone District is described as follows: description of Lot 17 in Block 219 on the Assessment Map of the Township of Wyckoff, New Jersey, also known as "300 Godwin Avenue": beginning at a point in the easterly sideline of Godwin Avenue (50 feet wide) distant therein 342.71 feet northerly from the intersection of said line with the northerly sideline of Franklin Avenue and running thence north 88° 16' east a distance of 175 feet to a point; thence north 12° 54' west a distance of 100 feet to a point; thence south 88° 16' west a distance of 175 feet to the easterly sideline of Godwin Avenue; thence south 12° 54' west along said easterly side line of Godwin Avenue a distance of 100 feet to the point and place of beginning.
(2) 
That portion of the RA-25 Rural Residence Zone District which includes the land described in Subsection G(1) herein is hereby repealed.
H. 
Additional R-15 Zone.

An RA-25 Zone designation is created on land in the Township of Wyckoff, described as follows: beginning at a point on the southwesterly line of New Jersey State Highway No. 208, said point being described as the terminus of the first course of Tract III in Deed Book 6609 on Page 868, said point also being distant 220 feet southeasterly on a course of south 43° 10' 30" east from the end of the 11th course in a description of the R-15 Zone abutting the herein described parcel, and running, thence; south 34° 49' 20" west 500 feet to a point, thence; north 43° 10' 30" west 220 feet to a point, thence; north 34° 49' 20" east 500 feet to a point on the aforementioned southwesterly line of New Jersey State Highway Route No. 208, thence; along said southwesterly line of New Jersey State Highway Route 208, south 43° 10' 30" east 220 feet to the point or place of beginning.

The designation of the B-5/SDAH-2 Zone and its permitted uses is conditioned on 16 affordable rental units being constructed on the site as part of a shopping center expansion pursuant to the August 16, 2005, agreement between the Township of Wyckoff and Munico Associates et als.

Zone boundary lines are intended to follow the center lines of streets, railroad rights-of-way and lot or property lines as they exist on plats of record at the time of passage of this chapter.
