In order to preserve a portion of the City's tidelands as a marine preserve and thereby continue in existence one of the scenic underwater attractions so valuable to the community's economic and social welfare, the following described parcel of property is hereby established and declared to be the Avalon Marine Preserve:
That certain parcel of property located in the City of Avalon, County of Los Angeles, State of California, described as follows:
Beginning at the most southeasterly corner of the Cabrillo Wharf (the wharf for ocean-going vessels on the seaward side of the peninsula), then extending a line seaward, perpendicular to the seaward face of the wharf, to a point approximately 100 yards from the mean tide line, then turning in a southeasterly direction and following the alignment of the mean tide line at a distance of 100 yards from the mean tide line continuing through Lovers Cove, around Abalone Point, and continuing to a point approximately 430 feet easterly of Abalone Point, commonly known as "Ring Rock", then returning to shore on a line perpendicular to the Pebbly Beach Road.

It shall be unlawful for any person to fish, anchor a boat, or drive a boat at a speed in excess of five miles per hour within the Avalon Marine Preserve.

As funds are made available by the Council and as the Council directs, the Harbor Master shall place and maintain buoy markers with appropriate signs delineating the exterior boundaries of the preserve and shall patrol such area.

The Avalon Marine Preserve shall continue in existence until otherwise declared by ordinance duly passed and adopted by the City.
