For the purposes of this chapter, "camp" shall mean a place where one or more people are temporarily lodged either out of doors or in shelters such as tents or other makeshift shelters.

It shall be unlawful for any person to camp or to erect or maintain tents or other temporary shelters or occupy the same at any place within the City limits.

The provisions of § 5-8.02 of this chapter shall not apply to:
(a) 
Camping within camp grounds designated and approved by the City;
(b) 
Camping on private property containing cooking and sanitary facilities by the owner thereof or members of such owner's immediate family for no more than two consecutive nights.
