A. 
Pursuant to the Acts of General Assembly of the Commonwealth of Pennsylvania 1927, May 4, P.L. 519, its supplements and amendments,[1] a department to be known as the "Recreation Board" is hereby created, consisting of nine members to be appointed by the Council of the Borough of Cheswick. In the first instance, three members of said Board shall be appointed for one year, three members for two years and three members for three years. Upon completion of these initial terms, appointments shall be for terms of three years.

B. 
Vacancies in the Board occurring otherwise than by expiration of term shall be filled for the unexpired term in the same manner as original appointments.
C. 
Members of the Board shall serve without pay.
D. 
At Recreation Board request, the Council can remove appointees for absence from two consecutive meetings without good cause.

Members shall be residents of the Borough.

The members of the Recreation Board shall select their own Chairman and Secretary and select all other necessary officers to serve for a period of one year.
The Recreation Board may, for the purpose of carrying out the provisions of this chapter, employ play leaders, recreation directors, supervisors, superintendents and any other officers or employees as they deem proper, whose salaries and wages and other necessary expenses of the Recreation Board, where approved by Council, shall be provided for through proper appropriation by Council.
The Recreation Board shall make full and complete reports to the Council at such times as may be designated or requested by the Council.
The fiscal year of said Recreation Board shall conform to that of the Borough of Cheswick.

The Recreation Board may accept any grant, gift, bequest or donation of service, equipment or money from any individual or group, to be used as specified by the donor and the terms of acceptance. The Recreation Board shall, with the prior approval of the Council, have the authority to enter into contracts for the operation, conduct and maintenance of Borough recreational area facilities and centers. The Recreation Board may establish a general fund. The Council may from time to time appropriate funds for said general fund in an amount to be determined by the Council.
