There is hereby created in the Town of Winchester a commission known as the "Soldiers' Monument Commission." The Commission shall consist of nine members, to be appointed by the Board of Selectmen. Members of said Commission shall serve for terms of five years or until their successors are appointed, except that the members of said Commission first appointed shall be appointed for such terms that the terms of three members shall expire five years from their appointment, three members' terms shall expire three years from their appointment, and three members' terms shall expire four years from their appointment. Any vacancy occurring otherwise than by expiration of term shall be filled by the Selectmen for the unexpired portion of the term.
The Commission shall have the power and is authorized to develop policy concerning the proper use and maintenance of the Soldiers' Monument and shall make recommendations to the Board of Selectmen for actions necessary and appropriate to preserve and safeguard said structure and its surroundings.
