It is hereby declared to be in the best interest of the public safety, convenience and welfare of the Town to regulate and restrict the parking of vehicles and equipment on public roadways within the control and limits of the Town (this includes state roads) so as not to impede the transportation and movement of vehicles, food, fuel, medical care, fire, health, police protection and other vital functions of the Town.
A "parking ban" is defined as a period of time before, during or after an event where vehicular and/or pedestrian traffic is expected to be hazardous or congested.
A parking ban shall be declared by the Town Manager or his designee before, during or after an event when, in his judgment and discretion, the circumstances warrant. The parking ban declaration shall occur at least two hours prior to enforcement actions and remain in effect until cancelled by the Town Manager or his designee.
It shall be unlawful at any time during the parking ban for the owner of a vehicle or person in whose name it is registered to allow, permit or suffer such vehicle to stand or park in any Town-controlled roadway or municipal parking lots, except for 85 to 123 Prospect Street, in such a manner as to constitute a hazard or obstruction to vehicular and/or pedestrian traffic, or to hamper and interfere with the duties and responsibilities of Public Works or other emergency services.
Any person who shall violate any provisions of this article shall be subject to a fine of $75 for each violation, and may be subject to towing of any vehicle to a private storage facility and payment of all associated costs.
Before the owner or person in charge of any vehicle is allowed to remove such vehicle from the place where it is impounded, the owner or responsible person shall furnish evidence of their ownership, sign a receipt for such vehicle and shall pay the fine, the fee for towing and charges for storage, if any.
