No person shall park a vehicle within an alley or road in private ownership and used for vehicular traffic by the owner and those having express or implied permission in such manner or under such conditions as to leave available less than 10 feet of the width of the alley or road for the free movement of vehicular traffic, and no person shall stop, stand or park a vehicle within an alley or such private road in such position to block the driveway entrance to any abutting property.
Any person who violates any provision of this article shall be subject to a fine of not more than $50 for each violation.
