The owners of all buildings and real estate within the limits of the Borough of Clearfield, Pennsylvania, are hereby required to attach or connect to said buildings proper spouting and to said real estate proper pipes and gutters so that water will not drop or run from said buildings and real estate onto the sidewalk adjoining the same.
Any person or persons violating any of the provisions of this article shall, upon conviction before the Mayor or Magisterial District Judge, be sentenced to pay a fine of not less than $2 nor more than $25 and, in default of the payment thereof with costs, shall undergo imprisonment in the county jail for a period not to exceed 30 days.
All ordinances or parts of ordinances inconsistent herewith be and the same are hereby repealed.
