The Clearfield Borough Planning Commission is appointed and designated as the "Clearfield Borough Airport Zoning Planning Agency."
On and after the passage of this article, the Clearfield Borough Airport Zoning Planning Agency shall perform the duties of such agency as required by the Airport Zoning Act, 1984, Oct. 10, P.L. 837, No. 164, and any future amendments thereof.[1]

There is hereby created a department to be known as the "Department of Borough Planning," which shall be in the charge of a Borough Planning Commission.

A. 
The Borough Planning Commission shall consist of seven persons, residents of Clearfield Borough, to be appointed by the Council as provided by law, and two persons of the said Planning Commission shall be members of the Council of the Borough of Clearfield.

B. 
The members of the Council elected as additional members of the Planning Commission of the Borough of Clearfield shall serve for the full term of four years, as provided by the Pennsylvania Municipality Planning Code, effective January 1, 1969, and known as "Act No. 247 of 1967 Legislature Session."
C. 
At all times, two of the members of the Planning Commission shall be members of the Council of the Borough of Clearfield, and all other members shall be non-Council members.
D. 
In the event that any member of the Council appointed to the Planning Commission as a Councilmanic member shall no longer be a member of the Council by reason of retirement or expiration of the Councilmanic term, his membership on the Planning Commission shall also terminate and another member of the Council to serve on the Planning Commission shall be elected by the Council.
The said Commission shall exist until dissolved by action of the Council. It shall use present Borough employees whenever possible, but, if necessary to carry out the work of the Commission, it is authorized to employ other persons and incur necessary expenses; provided, however, that approval of any employment and expenditures is first obtained from the Council.
The said Borough Planning Commission shall hereby act as a Zoning Commission as provided for by law, and shall, in addition to the duties of Borough Planning, carry out the duties of zoning.
