On and after the passage of this article, it shall be the duty of each and every owner, trustee, lessee, agent and occupant of each and every house, building or other principal structure in the Borough of Clearfield to display its existing number or cause the same to be numbered in accordance with this article.
The numbers shall be placed in a conspicuous place on every house, building or other principal structure in a conspicuous manner so that said numbers can be readily seen and read from the street in front of said building and in full view from the opposite side of the street.
The numbers shall be Arabic numbers and shall be metal or enamel, at least three inches in height. If the numbers are of enamel, the colors shall be in contrast with the immediate background.
It shall be unlawful to cover any number required under this article with any sign, drapery or other obstruction tending to conceal such number.
The Borough Administrative Officer is hereby authorized to assign a number to any house, building or other principal structure which is unnumbered. Such numbers shall be assigned in a manner consistent with the existing numbers on other structures in the vicinity.
When numbering is displayed as required by this article, the owner, trustee, lessee, agent and occupant of any house, building or principal structure may also display the same numbers by script or other style of artistic or decorative numbers in such location and manner that will not conceal, confuse or otherwise detract from the display of the numbers required by this article.
Any person or persons, firm or corporation who shall fail or neglect to display their house or building number in accordance with this article within 30 days after formal notification, in writing, by the Borough Administrative Officer shall, upon conviction, pay a fine of not less than $1 and not more than $25, together with costs of prosecution; and provided further that each day thereafter that such violation exists shall be considered as a separate offense.
Any and all ordinances or parts of ordinances in conflict herewith are hereby repealed.

The purpose of this article is to enhance the Clearfield County 9-1-1/Emergency Communication System by adopting the Clearfield County Street Naming and Addressing Policy established by Clearfield County Resolution No. 98-14 and to provide for implementation of the policy and a uniform countywide addressing system with respect to naming of streets and roadways and fabrication, erection and maintenance of street name signs; address posting requirements; enforcement procedures; and assigning street or house numbers to all residences and principal buildings and businesses to assist fire, rescue, ambulance companies, law enforcement agencies, the United States Postal Service and the public in the timely and efficient provision of services to residents and businesses of Clearfield County.
Clearfield Borough shall implement and administer the Clearfield County Street Naming and Addressing Policy as established by Clearfield County Resolution No. 98-14[1] and as amended from time to time in order to provide for a uniform county-wide addressing system. Enforcement of this article shall be the responsibility of Clearfield Borough subject to any assistance or coordination services provided for by Clearfield County.

Clearfield Borough is responsible for the administration, implementation and enforcement of this article. Establishment of any street names will be coordinated with the Clearfield County GIS Department pursuant to the Clearfield County Street Naming and Addressing Policy. The designation of street names by agent shall require the approval of the Clearfield County GIS Department so as to coordinate such designations and to comply with the Clearfield County Street Naming and Addressing Policy.
A. 
Any person who violates any provision of this article shall, upon conviction, be guilty of a summary offense by authority of the Borough Code, 8 Pa.C.S.A. § 3321, and punishable in accordance with the law governing summary offenses. A separate offense shall arise for each day or portion thereof in which a violation is found to exist or for each section of this article which is found to have been violated.
B. 
Clearfield Borough shall have the authority and option, per agreement with Clearfield County, should both parties choose to do so, to designate Clearfield County as designee for purpose of enforcement.
