From and after the passage of this article, the public parks of the Borough of Clearfield, Pennsylvania, together with the riverbanks adjacent thereto, shall be closed to the public between the hours of 9:30 p.m. and 7:00 a.m. of the following day, and during the hours when said parks are closed, no person shall be in said parks, sit or lie therein or play or loiter or sleep therein; provided, however, that this article shall not prevent citizens and others from passing immediately through said parks on their way to or from their work or to or from their homes, but not lingering or loitering therein. Users of said parks may have later hours for the use thereof upon application to the Mayor.
From and after the passage of this article, it shall be unlawful for any person or persons, either by day or night, to play at any game of cards for money or otherwise in any of the public parks of this Borough, to use profane or vulgar language therein or to have in their possession or to expose or drink any intoxicating liquor therein.

Any person violating any of the provisions of this article shall be guilty of an offense and, on conviction thereof, shall be fined no less than $25 and $50 for each succeeding like offense; and in default of the payment of said fine and costs of proceedings in such case, the offender shall be sentenced and confined to the Borough lockup or the Clearfield County Jail for a period of not less than three days nor more than 10 days or, at the discretion of the Mayor or Magisterial District Judge hearing said case, shall be fined and committed to the Clearfield County Jail for a like period.
